On 4/28/23 at 1:45PM, Licensing Program Analyst (LPA) V. Wheatley conducted an inspection regarding the above allegation. Upon arrival LPA was greeted by licensee Jacquelyn Jamison who was supervising 9 children inside of the home. Licensee stated that her assistant Staff #1 left to take a break. The assistant returned at 2:30PM. Licensee left at 2:45PM to pick up 5 school aged children.

On 4/20/23 LPA conducted an inspection and observed 9 children supervised by the licensee and assistant #1. LPA interviewed witnesses. Today 4/28/23, LPA interviewed additional witnesses.

Based on information obtained through interviews which were conducted, the above allegation is substantiated. It was disclosed one minor child was touched inappropriately by another day care child.
This was due to a lack of visual supervision that was not in place by the licensee. Licensee states she had to use the bathroom in an emergency during naptime while they were awake. The Substantiated allegation is valid because the preponderance of the evidence standard has been met. Licensee is cited Type A deficiency, according to California Code of Regulations Title 22, 102423(a)(2) and 102417(a). See 9099D report for deficiencies.

Exit interview. A copy of this report was provided to licensee. A copy of this report must be given to all the parents of any child enrolled and any child that is enrolled within the next 12 months. Licensee is to post Notice of Site Visit for 30 Days.

Liccensee will ensure that children's personal rights are protected at all times. License will attend FCCH Orientation class and submit proof of attendance. Licensee will watch the Department videos on Ratio and Capacity. (childcarevideos.org) and submit what was learned. Licensee will submit plan of correction to the Department by May 1, 2023
