Licensing Program Analyst (LPA) Franchesca White arrived at the above facility for the purpose of an unannounced three year annual inspection. LPA White announced the purpose of the visit and was granted entry into the facility by Licensee Miriam Morales. The hours of operation are 6:00 a.m. to 6:00 p.m. There are 6 children enrolled, and one daycare child present at the time of inspection. All adults in the home were discussed. No other staff or adults were present at the time of inspection. All staff and adults have current criminal background clearance. The Parent Board was observed to have the following documentation available at the time of inspection; the license, the emergency disaster plan, the disaster drill log, parent's rights, emergency preparedness. The last disaster drill was conducted on 2/18/2025.

All life saving devices were inspected. The 2A 10BC fire extinguisher was observed in the located in the hallway at the end of the hall. and has a service tag of 2/16/2025. The carbon monoxide detector and smoke detector were observed to be in the kitchen and were operable at the time of inspection.

This is a two-story home which consists of three bedrooms and two and a half bathrooms, den, living room, kitchen/dining room, and attached garage. Areas used by the children include the living room (located to the right upon entry) used for receiving children and sick/isolation area, kitchen/dining room (located next to living room) used for eating, half bathroom (located down hallway to the right of the home), and den (located down hallway to the left of home) as main daycare space. Per Licensee, areas off limits to children and parents include attached garage and entire upstairs, which contains all three bedrooms and two full bathrooms.
All areas on the facility sketch were observed for heating, safety, and ventilation for the children. LPA White observed one child to be playing in the front yard play area where

there are age appropriate toys such as a preschool child-size slide with a ladder for climbing centered in the middle of the play area on an artificial grass area.
Surrounding the grass area is a track for children to drive the toy car around. The front yard is completely fenced in with tables in a shaded area for outdoor crafts and activities. At the front door LPA observed a small Parent Board posted on the front door. The sign in sheets are at the entry way into the facility. Upon entry of the home there is a storage cabinet with napping mats, blankets, trays for the children's individual activities with their names on each tray. LPA observed the cabinet to have school age board game and more activities. Down the hall to the right, LPA White observed a baby gate making the three bedrooms, and bathrooms inaccessible to children and parents. Licensee states that there is another baby gate at the top of the steps which makes the dog inaccessible to children and parents during the hours of operation. To the left of the hallway is the Main care space for daycare children. LPA White observed a larger Parent Board (bearing the documentation listed at the beginning of this report). Upon entry of the main care area a daily schedule, teaching calendar, number chart, vision boards created by the children, and various art projects produced by the children are posted on the walls. LPA observed the main care area to have a free standing art easel, and preschool sized individual tables for activities. LPA observed the reading area to have maps of the United States, various countries, scissors on the shelf with highlighters, and glue bottles. On the window seal there are fine motor toys for preschool children, and a free standing globe. The wall has positive statements posted. There is an area rug with a book shelf filled over-sized books, and storage containers filled with toys for the children. There are also tables and chairs for school age children. Over those tables there are "All about Me" Posters of the children in care. There is a flat screen tv mounted to the wall. Below the mounted tv is a dramatic play area with a kitchen and a baby doll crib. The main care area is free of debris, and no objects obstructing the walking area of the large space.

LPA White observed the bathroom to have one sink, toilet, paper towels, toilet paper, and soap for hand washing, floor free of hazards, and observed all cabinets and drawers to be free of hazards at time of inspection.

LPA observed Dining Room/Kitchen area to have large dining table with six chairs and two high chairs used for infant eating. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. The Licensee states that there are no poisons in the home.

LPA observed detergents and cleaning compounds to be kept in high shelf in kitchen and knives kept in a drawer with operable child safety lock making these items inaccessible to children in care.

First Aid kit is kept in the kitchen, LPA observed First Aid kit. The Licensee has current Pediatric First Aid and CPR. Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection. The Licensee has also taken the Mandated Reporter Training

—Children records and required licensing forms were discussed as well as mandated child abuse reporting and criminal record clearance requirement.

Licensee Miriam Morales was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee Miriam Morales of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee Miriam Morales was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Miriam Morales, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days. Failure to post will result in a civil penalty of $100.
