On March 1, 2023, at 9:45 a.m., Licensing Program Analyst (LPA) Denise Gibbs conducted an unannounced complaint inspection and met with Head Teacher, Martha Roque. LPA disclosed the purpose of the inspection and was granted entry into the facility.

LPA toured the facility. There were 58 children and 13 staff present when the visit began.

During investigation, LPA observed the facility, conducted interviews and obtained pertinent documentation.
Information gathered from interviews informed that the facility uses redirection to address challenging behaviors in the classroom. Children are given options when behavior occur, teachers anticipates children needs, teachers model appropriate behavior and they talk to children about their behaviors and emotions. This facility has a Preschool Collaboration Program where children have individual goals they are working on. Teachers have team meetings where behavior strategies are discussed and them implemented in the classroom. Interviews informed that teachers voices levels may vary depending on the classroom noise level. ---------------Page 1

If the classroom is loud, teachers use a louder voice to get the children's attention. Teachers also use strategies to calm the classroom by singing songs or using visual cues like a stop sign. No disclosures were made regarding staff speaking aggressively to children. During inspection LPA observed the teachers and their interactions with the children and did not hear staff speaking aggressively. LPA observed one child walk away from the large group, walking to different tables, touching the activities. LPA observed staff speaking the child in a low voice, at the child's level. Behavior Support training was held on 2/23/23 for staff.

During inspection LPA observed children being supervised at all times. Staff were spread out in the classroom visually observing the children. When a child walked away from the group at the carpet, a staff member follow behind, still supervising. Staff utilize a map of the classroom and outdoor area as a supervision plan. Staff have assigned areas they are to supervise for the week. Staff rotate areas weekly. No disclosures were made regarding children being unsupervised by staff.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove
the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.

No deficiencies will be cited today 3/1/23.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.

Exit interview was conducted with Principal. A copy of this report and appeal rights were discussed and left with Principal, Rhonda Granados, whose signature on this form confirm receipt of these documents.
