Licensing Program Analyst (LPA) Anthony Padilla conducted an unannounced annual inspection in Spanish and English with translation support from S2 (licensee assistant) at the above facility on 08/29/2024 at 09:45 AM. LPA met with Licensee Rosa Cardona who guided analyst on a tour of the facility. LPA provided licensee LIC 126 Entrance Checklist. There were 2 infants and 2 children for a total of 4 children present when LPA arrived. Hours of operation are Mon-Sun 24 hours a day. Licensee was reminded that children are not allowed to stay in care for 24 hours.

The home is a two story condominium. The condominium consists of 3 bedrooms, 1 and a half bathroom, living room, kitchen, dining room, attached garage, patio (fenced), and community pool. The following areas are used for day-care: living room, dining room area, bathroom (downstairs) and patio (fenced). Off limit areas include: All upstairs, kitchen, attached garage and community pool. Food is provided by Licensee. Licensee was reminded if children bring food from home it must be labeled with the child’s name and properly stored or refrigerated.

Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection:

LPA reviewed required posted documentation for Facility License and Publication (PUB) 394- Notification of Parent Rights. Facility records were reviewed for LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan and Disaster drill log, last drill conducted on August 20, 2024.

Smoke/carbon monoxide detector was tested and are operable. Fire extinguisher indicated fully charged and was serviced within the year (September 27, 2023). The home maintains telephone service via cell phone. The home is observed to be clean and orderly. PAGE 1

There are toys and other age appropriate material available for children. Fireplace and stairs are screened to prevent access by children. LPA observed that detergents, cleaning compounds and medication are inaccessible to children. Licensee was reminded that all poisons must be lock, not only inaccessible to children. Isolation area for sick children waiting to be picked up is in the dining room, away from the other children. Per Licensee, there are no firearms or weapons stored in the home. LPA did not observe any fire arms or weapons during time of inspection.

Licensee cares for infants. LPA observed one play yards visible in the living room. Napping equipment does not block entrances or exits. LPA did not observe loose object, bumpers, objects hanging, or objects attached to the play yard Per Licensee, wet or soiled sheets are changed and washed immediately. Each infant has their own play yard and bedding. LPA reminded Licensee of the new Safe sleep regulations during inspection.

Per Licensee, there are 3 children requiring overnight care at this time. Licensee was reminded that when children are awake the licensee must remain awake with children. The door where the licensee and children are sleeping must remain open at all times. A monitoring device may be used but must remain operable and working at all times.

Children are using the front porch as the outdoor play area. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. LPA did not observe any objects that could be hazardous to children in care. There is a community pool in the complex. The community pool was observed to be locked.

Children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights, and documentation of 15 minute Infant Sleep Check (0-24 months).

Staff records were reviewed for approved Pediatric First Aid and CPR certification, LIC 508-Criminal Record Statement, LIC 9052- Employee Rights, Proof of immunization against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, and current Mandated Reporter Training Certificate. During inspection all children were observed to be treated with dignity and respect, they were observed to be receiving safe, healthful and comfortable accommodations, furnishings and equipment, and free from corporal and/or unusual punishment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. PAGE3

During the exit interview, the LICENSEE ROSA CARDONA, confirmed that there are no Registered Sex Offenders living in the facility and LPA checked Megans Law website but was able to generate any results due to the website not working appropriately, LPA will try again later in the day and follow up with licensee with results by 9/3/24

At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

A notice of site visit was given and must remain posted for 30 days.
