On 11/5/24 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 10:00 AM LPA met with Carter Benton, Assistant, provided LIC 126 Entrance checklist, and were guided on a tour of the home. LPA observed ( 0 ) children in care. Licensee Demetra Carter joined inspection via Facetime.

Per Assistant there is 1 child currently enrolled. Per Assistant, hours of operation are Monday – Sunday 24 hours. Assistant was reminded that care can never exceed 23 hours consecutively. Currently there are 0 children requiring Incidental Medical Services in care. Licensee provides breakfast, lunch, dinner, AM and PM Snack. Per licensee, transportation service and overnight care are not provided at this time. LPA observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), last fire drill conducted 9/17/24, Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPA also observed Licensee's current Pediatric CPR (Adult/Infant /Child) and Pediatric First Aid certifications (expiration date of 5/2025 and licensee’s Mandated Reporter Certificate expiration date of 11/26. LPA observed Assistant Carter’s Pediatric CPR/First Aid with an expiration date of 6/26/26. Per Assistant he is missing mandated reporter training, a Technical Violation has been issued
Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection:
This is a one-story home consisting of 2 bedrooms, 1 bathroom, Kitchen, living room, den, detached garage and enclosed backyard. Per licensee, areas used by the children include the living room, restroom, kitchen, den and back yard. Per Licensee, areas off limits to children include: 2 bedrooms and the detached garage.

All poisons are kept in a locked garage area. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible to children in care. LPA observed a fully charged 210ABC fire extinguisher with a service tag/receipt purchase date of 2/2024 in the daycare den. At 10:20 AM LPA observed a functioning smoke/ carbon monoxide combination detector, located in the daycare den. The home was observed to have adequate central heating and ventilation for safety and comfort. No Wall heater or fire places were observed. The home maintains working telephone service via cell phone as well as landline. Per licensee there are no firearms on the premises.

Per licensee the Den is used as the main daycare area. LPA observed adequate toys and age appropriate learning materials, and cubbies. LPA observed cots for sleeping, Per licensee all sheets are washed at the home.

Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. LPA observed kitchen knives to be stored in the cabinet above the washer and drying with a child safety lock. LPA reminded licensee that all outside food brought in by children should be dated and labeled with child’s name. LPA observed bathroom to be clean, fully stocked and have safety latches on all cabinets.

Outdoor play area in the backyard is fully enclosed with no hazards present to children. LPA Observed age appropriate toys and Structures. At 10:30AM LPA observed ground to be dusty, per Assistant they will power wash the concrete and toys. LPA observed no bodies of water on the premises.

Staff records were reviewed and observed to be incomplete. Assistant was missing mandated reporter training. LPA reviewed 1 child’s file and observed it to be complete.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee Demetra Carter, confirmed there are no Registered Sex Offenders living in the home. LPA completed the RSO profile in FAS.

No deficiencies were observed during today’s inspection. 1 Technical Violation is being issued for Assistant’s missing mandated reporter certificate.
