Licensing Program Analyst (LPA) Lilia Hernandez conducted an unannounced annual required inspection to the above facility on 07/12/2023. LPA arrived at the facility at 11:20AM, identified self and met with Deborah Haire, Licensee who guided analyst on a tour of the facility. LPA provided Licensee with a copy of the LIC 125 Entrance Checklist to help facilitate the inspection. Facility operation hours are Monday to Friday from 7:00 AM to 5:30 PM.

There were 12 children and 2 staff present when LPA arrived. Adult relative was also present. The facility was observed to be within the license capacity and limitations.

The family child care home is a 2 bedroom, 2 bathroom, living room, dining room, kitchen and laundry room with attached garage. Licensee confirmed that the living room, dining room, den identified as children’s room, kitchen, and 1 bathroom in the hallway, are used for providing care and are accessible to children. All other rooms are off-limits and made inaccessible by use of keeping doors locked and key is inaccessible to children.

LPA did not observe any swimming pool or other bodies of water on the premises. Per licensee, there are no firearms or ammunition on the premises. All poisons are kept in a locked storage area located in the kitchen. No poisons were observed during the inspection. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible.

The fireplace located in the living room is made inaccessible by a piano that can not be moved and will not be in use during daycare hours. There is a working fire extinguisher (4/17/2023), smoke alarm (hallway and children’s room) and adequate heating and ventilation for safety and comfort. ---Page 1 of 4

LPA did not observe a carbon monoxide detector during the inspection. Licensee was not able to verify if smoke alarm has dual functioning carbon monoxide detection.

There are currently no infants in care.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that children in care are to be supervised at all times and made aware that children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. The outdoor play area in the backyard is fenced and there are no hazards to children present. There is a canopy that provides shade for the children to play on the cemented area of the back yard. There is also an area with grass where children get shade from the trees lined against the cinderblock wall that borders the property line.

Licensee has a current roster of the children. Children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunizations Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, and LIC 995A Notification of Parents’ Rights.

Licensee’s Mandated Reporter Training was completed on 07/20/2022. Licensee’s pediatric CPR/First Aid expires on 01/08/2024. Staff records were reviewed for approved Pediatric First Aid and CPR certification, LIC-501: Personnel Record, LIC 9052- Employee Rights, Proof of immunization's against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, LIC 9108- Statement Acknowledging Requirement to Report Child Abuse and current Mandated Reporter Training Certificate.

All adults who reside or work in the home have a criminal record clearance or exemption. There are no excluded individuals present at this home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
