On 10/15/2024 Licensing Program Analysts (LPA) Laticia Thompson and Licensing Program Manager (LPM) Deborah Lowe met with Licensee, Roshawn Hooper. The purpose of the visit was an unannounced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 39 children present during this inspection. This is an application for a Preschool increase in capacity of 55 children ages 2 – Entry into the 1st grade. The fire clearance was approved on 08/14/2024. LPA and LPM toured and measured the on-limits areas.

Classroom measurements are:

The Indoor total measurements contain a total of 2,014.49 , which will accommodate licensee request for 55 children.

Outdoor Play measurements are:

Outdoor Activity space was previously measured during the Prelicensing Inspection conducted on 08/30/2023 which accommodates 89 children. There were no changes observed to the outdoor activity space. Facility has an approved waiver on file.

Indoor/Children’s Area:

The following was observed.



The facility provides filtered water for outdoor and indoor activities. There is a carbon monoxide detector located within the facility. Furniture and equipment were observed to be maintained in good condition, free of sharp, lose or pointed parts. Tables and chairs were observed to meet the needs of the children. There are cots for napping. Play equipment and materials used by children were observed to be age-appropriate. There are cubies in all classrooms for storage of children clothing and personal belongings. There is a refrigerator that requires a thermostat to regulate the temperature. The classrooms has individual units for heating and cooling. The classrooms are clean in good repair. The classroom has adequate lighting. The facility is equipped with landline telephones service located in the office. The required postings are posted were parents and visitors can review. LPA observed fire extinguishers with an currrent inspection dates.

The program provides breakfast, lunch and snacks. The kitchen and food-preparation storage areas were observed to be clean and free of litter and rubbish. Menus are in writing and are posted in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request. LPA observed trash cans having tight fitting lids. LPA did not observe any bodies of water on the premises. Disinfectants, cleaning solutions, and other items that are dangerous to children are stored in the closet inaccessible to children.

Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space does not have cushioning to prevent injury from falls. The outdoor activity space has debirs and hazardous material that requires removal. There is adequate shade in the outdoor activity area. LPA observed benches for resting.

Smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b). There are no firearms on the premises.

The following items were discussed:



The Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and


administrative records.

An exit interview was conducted with plan of corrected items discussed. LPA provided Licensee with appeal rights and a copy of this report. Final license determination will be made upon review by the Licensing Program Manager and corrections.
