Licensing Program Analyst (LPA) Dawn Dowling conducted an unannounced complaint inspection on 9/03/2025 at 9:30 am to deliver findings on the above complaint. LPA Dowling met with Assistant Director Clarisse Joseph. There were 45 children in care. Per Assistant Director, the hours of operation are Monday through Friday from 6:00 am to 6:00 pm.

Throughout the course of the investigation, LPA Dowling obtained the LIC 9040 Child Care Facility Roster, interviewed staff and children. LPA was unable to conduct interview with the Reporting Party. LPA called parents to conduct interviews.

Per Reporting Party, Staff applied unusual forms of punishment with child in care.

Per Licensee, staff do not discipline children in care, staff utilize verbal redirection and if child still is not listening will go to Directors office to sit and have quiet time until they can rejoin the classroom. The Licensee denied violating child's personal rights. LPA interviewed staff and children reviewed documentation provided by school (Children's Roster) made telephone calls to parents.

Based on the investigation conducted, there is insufficient evidence to support the above-mentioned allegation to be true. Therefore, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.

The Notice of Site Visit was provided and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
