The purpose of the visit was an announced Prelicensing Inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were no children present during this inspection. This is an application for a Single License Conversion (cross reference facility #197494993) with a Total capacity of 90; Preschoolers ages 2 years into entry of 1^st grade. The child care center will operate Monday – Friday 7:30a.m. – 6:00 p.m. The fire clearance was approved on 01/03/2024. The facility has a total of 6 classrooms. Preschoolers will have access to a total of 6 Toilets and 12 sinks. LPA observed the following: Parents will enter and exit through the front gate. Parents will sign in and out electronically under the Bright Wheel application. The records are to be immediately printable upon request for inspection and audit by program staff. For best practice purposes, LPA advised facility there should be a plan in place on how the records would be backed up, and how they would be made available in the event of a power failure or disaster. The facility will provide filtered water through brita pitchers where children can fill their personal water bottles for outdoor and indoor activities.

There are operable carbon monoxide detectors located in the all the preschool classrooms. There is 1 fire extinguisher with an inspection date of 04/15/2023. LPA observed a First Aid Kit in the main office with the required materials including a handheld digital thermometer.

Furniture and equipment were observed to be maintained in good condition free of sharp, lose or pointed parts. Tables and chairs were observed to meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate. There are mats for napping. Director was advised to ensure staff is aware of colors used for sleeping side can be distinguished from the floor side. There are cubbies for storage of children clothing and personal belongings. The classrooms were clean in good repair. Classrooms have adequate lighting. Windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with tight fitting lids

The facility is equipped with landline telephones service.

Disinfectants, cleaning solutions, and other items that are dangerous to children are stored in a maintenance are not connected to the facility.

Ill children will use the director office and staff restroom for isolation. The isolation area shall be equipped with a mat for ill children and shall be supervised by staff.

The director has developed and implement a written plan to record the administration of prescription and nonprescription medications, to inform the child's authorized representative daily when such medications have been given. Medication will be stored in the director office in a cabinet inaccessible to children. Medication that requires refrigeration will be stored in the main office refrigerator inaccessible to children.

The program provides snacks. The kitchenette and food-preparation storage areas were observed to be clean and free of litter and rubbish. There is a refrigerator located in the toddlers room #10 with a thermostat to regulate the temperature. Menus are in writing and are posted in advance in an each classroom accessible for review by the child's authorized representative.

Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

The required postings are posted in an area for parents and visitors to review. Facility has a disaster and mass casualty plan of action. LPA did not observe any bodies of water on the premises. The facility does not provide transportation.

Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. There is a climbing structure on the preschool outdoor activity grounds for children ages 2-5 years of age which is properly anchored The surface of the outdoor activity space has cushioning to prevent injury from falls. The outdoor activity space was observed to be maintained in good condition LPA did not observe any hazards. There is adequate shade in the outdoor activity areas. LPA observed benches for resting.

The following items were discussed:

The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

Director provided proof of Lead Testing request. Testing is pending active license approval. Child Care Center testing deadline has not past.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
