Licensing Program Analyst (LPA) Laticia Thompson conducted an announced case management licensee-initiated inspection for the purpose of a capacity increase and decrease. This is an application for a Single License conversion (cross reference facility number 197419484). The applicant is requesting a decrease to the preschool license to 37 preschoolers ages 2years to entry into the first grade; 21 infants 6 weeks to 24months and 28 toddlers ages 18 months to 36 months. Classroom 1 will be dedicated to infants, classroom 2 will be dedicated to toddlers and classrooms 3,4 and 5 are dedicated to the Preschool. The hours of operation are Monday – Friday 8:30AM – 5:30PM. There is a bathroom and outdoor waiver on file. LPA met with Melanie Martin and toured the facility. Upon arrival there were no children present.

Indoor Classroom measurements are

The infant indoor measurements contain a total of 358.62 square feet which will not accommodate licensee request for 21infants. Based on today’s measurement the facility capacity limit for indoor space is 10 infants.

The toddler indoor measurements contain a total of 438.44 square feet which will not accommodate licensee request for 28 toddlers. Based on today’s measurement the facility capacity limit for indoor space is 12 toddlers.

The preschool indoor measurements contain a total of 1298.18 square feet which will accommodate licensee request for 37 preschoolers.

Outdoor Play measurements are:

The toddler/infant Outdoor total measurements contain a total of 3150.78 square feet, which will accommodate licensee request for 42 infant and toddlers. Licensee will submit a waiver request for shared outdoor play area for infants and toddlers.

LPA Thompson toured the on-limits areas and classrooms located in the facility. Preschoolers will have access to 6 sinks and 6 toilets.



The following was observed.

Parents will sign in and out electronically under the ProCare application. Providers are to ensure that such records are immediately printable upon request for inspection and audit by program staff. For best practice purposes, LPA advised facility there should be a plan in place on how the records would be backed up, and how they would be made available in the event of a power failure or disaster.

The facility provides filtered drinking water that is readily available in classrooms and on the playground areas.

There are operable carbon monoxide detectors.

LPA observed a First aid kit with the required materials including a handheld digital thermometer.

Furniture and equipment were observed to be maintained in good condition, free of sharp, Loose or pointed parts. Licensee will provide pictures of age appropriate furniture for toddlers and infants.

Tables and chairs were observed to meet the needs of the children.

All preschool play equipment and materials used by children were observed to be age-appropriate.

There are cubbies in classrooms for storage of children clothing and personal belongings
Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is adequate shade in the outdoor activity area. LPA observed shade and benches for resting. Licensee will barricade swing structure and slide preventing toddlers and infants from accessing.

The classrooms have individual air-conditioning and heating units for heating and cooling. The classrooms were clean in good repair. Classrooms have adequate lighting. Windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with tight fitting lids. The facility is equipped with a cell phone specifically for the facility.

Medication will be stored in a cabinet in classrooms with safety latches.

The required postings are posted in a common area for parents and visitor’s review. Licensee will post Personal rights form.

The main office will be used as an ill/isolation area. Ill children will use the church restroom.

LPA observed a fire extinguisher with an inspection date of 02/29/2024.

The program provides snacks. LPA observed a posting of the monthly menu.

The facility has an Incidental Medical Service plan in the event that services are needed.

LPA did not observe any bodies of water on the premises. Licensee stated there are no firearms on the premises.

LPA observed the disinfectants, cleaning solutions, and other items that are dangerous to children in the main office.

LPA advised applicant of the following regarding the toddler Program:

101216.4(a)(1) Preschool Program with Toddler Component A child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.


Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has cushioning to prevent injury from falls. The outdoor activity space was observed and there were maintained in good condition. There is adequate shade in the outdoor activity areas. LPA observed benches for resting.


The following items were discussed:
The licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
