On 09/26/2024 Licensing Program Analysts (LPA) Laticia Thompson and Amelia Morales met with Jane Rosen, Director. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 26 children present during this inspection. This is an application for a Single License with a Total capacity of 54; 4 Toddlers ages 18-36 months and 50 Preschoolers ages 2 years into entry of 1st grade. The child care center will operate Monday – Thursday 8:00am. – 5:30pm and Fridays 8:00 am - 4:30pm LPA's toured and measured the on-limits areas. The fire clearance was approved on 4/25/2024. The facility has a total of 5 classrooms. Classroom E will be not be used by the facility this classroom is used for “Mommy and Me” program. Classroom D will be dedicated to the toddler program. Classrooms A, B, and C is dedicated to the preschool.

Toddler Indoor measurements are:

The Indoor total measurements contain a total of 231.13 which will accommodate Applicant’s request for 4 Toddlers.

Preschool Indoor measurements are:

The Indoor total measurements contain a total of 1665.79 which will not accommodate Applicant’s request for 50 Preschool children. . Based on today’s measurement the facility capacity limit for indoor space is 47 Preschool children.

Toddler Outdoor Activity measurements are:

The outdoor activity space total measurements contain a total of 255.37 will not accommodate Applicant’s request for 4 toddlers. Based on today’s measurement the facility capacity limit for outdoor space is 3 toddlers.

Preschool Outdoor Activity measurements are:

The outdoor activity space total measurements contain a total of 1,581.31 which will not accommodate Applicant’s request for 50 Preschool children. Based on today’s measurement the facility capacity limit for outdoor space is 21 Preschool children.

The following was observed:



Parents will enter and exit through the side gate located on Burnside Ave. Parents sign in and out manually in the playground area and in the classrooms.

The facility has brita filtered water pitchers where teachers fill children personal water bottles for outdoor and indoor activities. The facility has operable carbon monoxide detectors. LPA observed fire extinguishers with an inspection date 8/8/2024. LPA observed First Aid Kits that has missing materials. Furniture and equipment were observed to be maintained in good condition free of sharp, loose or pointed parts. Tables and chairs were observed to meet the needs of the children. There are mats for napping. All play equipment and materials used by children were observed to be age-appropriate. There are cubbies in all classrooms for storage of children clothing and personal belongings. There is a refrigerator located in classroom B that requires a thermostat to regulate the temperature.



The classrooms have individual units that provide air for heating and cooling. The classrooms were clean in good repair. Classrooms have adequate lighting. Windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with tight fitting lids. The facility is equipped with landline telephones service.
Disinfectants, cleaning solutions, and other items that are dangerous to children will be stored in classrooms inaccessible children.

Ill children will use the office and staff restroom for isolation. The isolation area will be equipped with a map for ill children and shall be supervised by staff.

The director was advised to develop and implement a written plan to record the administration of prescription and nonprescription medications, to inform the child's authorized representative daily when such medications have been given. Medication will be stored in the office area inaccessible to children. Medication that requires refrigeration will be stored in the kitchen refrigerator inaccessible to children.

The program provides snacks and lunch. The kitchen and food-preparation storage areas were observed to be clean and free of litter and rubbish. The refrigerator located in the kitchen has a thermostat to maintain temperature regulation. Menus are in writing and are posted in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

The required postings are posted in an area where parents and visitors to review. Facility does not have a disaster and mass casualty plan of action. LPA's did not observe any bodies of water on the premises. The facility does not provide transportation. There aren’t any firearms on the premises. Smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b)

LPA reviewed and provided applicant will copies and postings of Title 22 regulations related to infant safe sleep, infant needs and service plans, staff ratios and infant sleeping equipment.

LPA advised applicant of the following regarding the toddler Program:

101216.4(a)(1) Preschool Program with Toddler Component A child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.


Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has rubber platforms for cushioning to prevent injury from falls. The outdoor activity space was observed and there were maintained in good condition There is adequate shade in the outdoor activity areas. LPA's observed tables and chairs for resting. Director was advised to inspect sandbox area daily to ensure areas are free of any hazardous foreign material.

The following items were discussed:



The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA advised director of lead testing PIN and requirements.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records.

The applicant and director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
