On 09/18/2024 Licensing Program Analysts (LPA’s) Laticia Thompson and Amelia Morales met with Shakina Campbell, Director. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were no children present during this inspection. This is an application for 20 Preschoolers, ages 2 years into entry of 1st grade. The child care center will operate Monday – Friday 9:00 a.m. – 2:00 p.m. LPA's toured and measured the on-limits areas. The fire clearance was approved on 08/06/2024. The facility has one classroom dedicated to the preschool.

Preschool Indoor measurements are:

The Indoor total measurements contain a total 744.47 of which will accommodate Applicant’s request for 20 Preschool children.

Preschool Outdoor Activity measurements are:

The outdoor activity space total measurements contain a total of 1833.50 which will accommodate Applicant’s request for 20 Preschool children.

Parents will sign in and out manually at the entry gate of school with the armed guard. Preschool staff will be waiting in the courtyard area next to the sign in area and escort children to the classroom. There will be additional staff located in the classroom.



Preschool children will have access to 1 sink and 1 toilet located in the classroom. Preschoolers will have additional access to 7 sinks, 7 toilets and 4 urinals in restrooms located on the school campus restrooms pending waiver approval.

The facility will provide filtered water through containers where children can fill their personal water bottles for outdoor and indoor activities. The facility will have disposable drinking cups in the event that children do not have a water bottle.

The required postings will be posted in a common area for parents and visitors to review ( see plan of corrections). LPA’s observed a fire extinguisher with inspection dates of 8/16/2024. There is an operable carbon monoxide detector located in the classroom. LPA’s observed a First aid kit that is missing the required materials including a hand thermometer.

Disinfectants, cleaning solutions, and other items that are dangerous to children are stored in a cabinet above the sink with a safety latch inaccessible to children.
Furniture and equipment were observed to be maintained in good condition, free of sharp, Loose or pointed parts. Tables and chairs were observed to meet the needs of the children. All play equipment and materials used by children were observed to be age-appropriate. Facility will install cubbies for storage of children clothing and personal belongings. Facility will provide cots/mats for napping.

The classrooms have central air for heating and cooling. The classroom was clean in good repair. Classrooms have adequate lighting. Windows were in good repair free of chipping paint, dirt, insects, or debris. Facility will replace trash cans with tight fitting lids. The facility is equipped with landline telephones service.



The ramp area next to the storage room will be used as an ill/isolation area. Ill children will use the campus restroom for isolation. LPA advised facility representative that the isolation area shall be equipped with a cot for ill children and supervised by staff.

Medication is stored in a locked combination box inaccessible to children. Medication that requires refrigeration will be stored in a refrigerator pending purchase. The applicant was advised to develop and implement a written plan to record the administration of prescription and nonprescription medications, to inform the child's authorized representative daily when such medications have been given.

The facility does not provide lunch and snacks. LPA’s advised facility representative in the event that a child does not have lunch/snacks for the day a plan shall be implemented to provide an alternative meal.

Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has rubber platforms for cushioning to prevent injury from falls. The outdoor activity space was observed to be maintained in good condition All play equipment and materials used by children were observed to be age-appropriate. There is not adequate shade in the outdoor activity areas. LPA’s did not observed benches for resting.

Facility has a Mass Casualty and Disaster Plan. The facility does not provide transportation. LPA's did not observe any bodies of water on the premises. There is an armed guard on the premises, facility will request a firearm waiver. Smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b)


The following items were discussed:



The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource.
