On 8/11/23, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced inspection of the aforementioned Child Care Center (CCC) to deliver the finding with respect to the allegations noted above. LPA met with Kamdyn Luke, Assistant Director of the CCC and explained the nature and purpose of the investigation. LPA toured the interior and exterior of the CCC. LPA notes 12 children are present at the time of the inspection, along with 3 staff members.

The investigation included two site inspections, document reviews and interviews with the Licensee, Assistant Director as well as the parents of children in care. The Complainant did not respond to correspondences from CCLD.

Interviews, document reviews as well as LPA's observations did not corroborate the allegations noted above. The investigation was unable to corroborates a daycare child was left alone in the playground for an extended amount of time or a daycare child was left in soiled clothing for an extended amount of time. Moreover, the Investigation did not reveal the CCC failed to adhere to reporting requirements. Site visitsto the CCC did reveal the CCC was clean and in good repair.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

A Notice of Site Visit (LIC 9213) and Appeal Rights (LIC 9058) were provided to Assistant Director. The Notice of Site Visit must remain posted for 30 days.
