On 10/24/2024 at 9:32 a.m. Licensing Program Analyst (LPA) Doris Whitmore, conducted an unannounced Annual Random Required Inspection LPA met with Education Coordinator Nury Gonzalez and toured the facility indoors and outdoors. LPA observed children indoors and outdoors with proper teacher/child ratios. There was a total of 14 children and two teachers. At the time of the visit, all center staff that was present during today’s visit had fingerprint clearances and associated to the designated license number.
This is a infant/ toddlerprogram Facility hours of operation are 8:00a.m. to 3:15p.m. Monday - Friday. The facility serves 2 full-day classroom. LPA observed all posting requirements for operation on the posting board LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, Activity Schedule.

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked storage area.

Fully charged fire extinguishers, and fully stocked First Aid Kits were observed. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. LPA Whitmore and Nury Gonzalez tested the carbon monoxide. Furniture and equipment were inspected for age appropriateness and good repair free of sharp, loose, or pointed parts. Telephone service, heating, lighting, and ventilation were evaluated. Napping equipment was observed to be clean and in good condition. Storage for children’s belongings. A sufficient supply of toilet paper, soap, paper towels, was observed. All toilets and handwashing facilities are in safe and sanitary operating condition. changing table within arm reach to the sink. The facility roster was up to date. The isolation area was inspected and located in the office. The trash cans had tight fitting lids were outside and observed in the classrooms. Sign in/out were reviewed and facility roster.  with cups. Documentation of current Fire & Earthquake drill was observed and up to date. The emergency disaster plan is updated and reflects the current operation. Floors in the facility are clean and safe. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. The outdoor area was inspected. Playground equipment is in safe condition, free of sharp, loose, or pointed parts. LPA did not observe any debris or hazards that would pose an immediate risk to children in care. LPA observed an age-appropriate climbing apparatus with proper cushioning beneath and properly secured. LPA observed shade in the outdoor play area. No individual plan was observed due to only serve toddler children.

LPA Whitmore reviewed a total of 10 children files, all files had required documentation. A total of 4 staff files were reviewed. Staff are current on the Mandated Reporter Training and at least one staff is certified in First Aid and CPR.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Childcare Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Pg.2

LPA discussed the safe sleep regulations with and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed Nurly of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Nurly was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

There was no deficiencies Exit interview was conducted and report was reviewed with Nury Gonzalez. A notice of site visit was given and must remain posted for 30 days. Pg 3
