32 | On 7/20/23 and on 09/14/23 LPA conducted unannounced visits to the facility and observed the facility is enclosed by a metal gate and it is located adjacent to an apartment complex. LPA had to use a call box in order to be buzzed into the facility, however, the call-box was not working. LPA had to contact the facility via telephone to be buzzed-in. Per facility representative, property manager was informed about the malfunctioning call-box. However, facility representative denies that parent are not being allowed into the facility intentionally. Site Supervisor (S1) Jacqueline Sylvestre disclosed that parents are welcome to come inside the facility. Parents walk their children in the classroom during drop off to help their child wash their hands.
When interviewing parents, Parent #2 and Parent #5 disclosed that they are allowed into the facility and walk in the classrooms to help their children wash their hands at drop-off. Parent #1 (P1) disclosed that they have never been told that they are not allowed to enter the facility. Parent #4 (P4) stated that they have to call the facility so that staff can open the gate but feels that they would be allowed to enter the facility.
Based on LPAs observations and interviews conducted, parents and facility representatives disclosed that parents can enter facility, however, since LPA observed a malfunctioning call box, LPA issued a buildings & grounds technical violation for the call box, therefore, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
