On Wednesday, September 13, 2023, at 9: 20 a.m., Licensing Program Analysts (LPA’s) Isabel Ortega, Evelyn Garcia and Mayra Rivera conducted an unannounced inspection at the facility noted above and met with Site Supervisor Karla Perez. The purpose of the inspection was to conduct the required inspection for a pending Capacity Increase. This facility is currently licensed for 24 infants and 33 toddlers. This facility is requesting to increase to 54 infants and 48 toddlers to bring the capacity to a total of 105 children. This facility consists of 8 classrooms. Operating hours for this facility are Monday through Friday from 6:30 a.m., to 6:00 p.m. A fire clearance for capacity increase has been granted on August 3, 2023, for a total of 105 infant and toddler children. Teacher and child ratio were observed, and present staff are fingerprinted cleared and associated. Upon arrival 48 children were present and 15 staff providing care and supervision.


At approximately 10:05 a.m., LPA’s Ortega, Garcia and Rivera entered classroom 1 (toddlers) to inspect and measure. LPA Ortega observed the classroom to be fully furnished with age-appropriate furniture and equipment to be in good condition, free of sharp items, no loose, or pointed parts and age-appropriate toys accessible to children. LPA observed a cubby area in the classroom for children to store their personal items. LPA Ortega observed cleaning solutions stored on top shelf (inaccessible to children) LPA observed trash bins with a tight lid.

At approximately 10:20 a.m., LPA’s Ortega, Garcia and Rivera entered classroom 2 (toddlers) to inspect and measure. LPA Ortega observed the classroom to be fully furnished with age-appropriate furniture and equipment to be in good condition, free of sharp items, no loose, or pointed parts and age-appropriate toys accessible to children. LPA observed a cubby area in the classroom for children to store their personal items. LPA Ortega observed cleaning solutions stored on top shelf. LPA observed trash bin with a tight lid.

LPA Ortega observed the classroom to be fully furnished with age-appropriate furniture and equipment to be in good condition, free of sharp items, no loose, or pointed parts and age-appropriate toys accessible to children. At approximately 10:42 a.m., LPA’s Ortega, Garcia and Rivera entered classroom 4 (toddlers) to inspect and measure. LPA Ortega observed the classroom to be fully furnished with age-appropriate furniture and equipment to be in good condition, free of sharp items, no loose, or pointed parts and age-appropriate toys accessible to children. LPA observed a cubby area in the classroom for children to store their personal items. LPA Ortega observed cleaning solutions stored on top shelf. At approximately 10:51 a.m., LPA’s Ortega, Garcia and Rivera entered classroom 5 (infant) to inspect and measure. LPA Ortega observed the classroom to not be fully furnished with age-appropriate furniture and equipment. LPA Ortega observed the cribs. Per Site Supervisor the infant furniture is in the transition to be moved into this classroom (5). LPA Ortega observed cleaning solutions stored on top shelf and diaper changing table arm’s length to hand washing sink. LPA observed a changing table arm’s length to hand washing sink with hot water available. LPA observed trash bins with a tight lid.

At approximately 11:02 a.m., LPA’s Ortega, Garcia and Rivera entered classroom 6 (infant) to inspect and measure. LPA Ortega observed the classroom to be fully furnished with age-appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age-appropriate toys accessible to children. LPA observed cribs, a cubby area in the classroom for children’s personal items diaper changing table arm’s length to hand washing sink. LPA Ortega observed cleaning solutions stored on top shelf. At approximately 11:11 a.m., LPA’s Ortega, Garcia and Rivera entered classroom 7 (infant) to inspect and measure. LPA Ortega observed the classroom to be fully furnished with age-appropriate furniture and equipment to be in good condition, free of sharp items, no loose, or pointed parts and age-appropriate toys accessible to children. LPA observed cribs and a cubby area in the classroom for children’s personal items. The diaper changing table is arm length distance to hand washing sink with warm running water less than 120 degrees. LPA Ortega observed cleaning solutions stored on the top shelf. LPA observed a changing table arm’s length to hand washing sink. LPA observed trash bins with a tight lid.

At approximately 11:20 a.m., LPA’s Ortega, Garcia and Rivera entered classroom 8 (infant) to inspect and measure. LPA Ortega observed the classroom to be fully furnished with age-appropriate furniture and equipment to be in good condition, free of sharp items, no loose, or pointed parts and age-appropriate toys accessible to children. LPA observed cribs and a cubby area in the classroom for children’s personal items. LPA Ortega observed cleaning solutions stored on top shelf. LPA observed a changing table arm’s length to hand washing sink. LPA observed trash bins with a tight lid.

LPA’s Ortega and Rivera inspected and measured the infant outdoor play areas which are located right outside each classroom (5, 6, 7, and 8). LPAs observed soft padding for outdoor play equipment and toys for infants. Per site supervisor, the soft padding and outdoor play equipment order has been placed and waiting for arrival. LPA Rivera observed a brick wall separating the classrooms from the outdoor grass area. For toddler’s outdoor play area, LPA Ortega observed the surface of the outdoor activity space is maintained in a safe condition and is free of hazards. LPA observed play equipment to be age appropriate and areas around the climbing equipment, are cushioned with granulated rubber that can absorb a fall. For adequate shade, LPA observed a pergola. Per Site Supervisor, infants will be sharing the grassy outdoor play area with the toddlers. Facility will submit a waiver in order to share the space without commingling infants and toddlers, a waiver request will be needed to be submitted along with a staggered schedule to ensure there is no commingling.



LPA Rivera observed the restrooms located inside classrooms 1 and 2. LPA observed 3 sinks and per Site Supervisor two toilets in each restroom are going to be installed to bring a total of 4 toilets. LPA observed 8 hand washing sinks located in the classrooms.

Heating, lighting and ventilation were evaluated by LPAs Ortega and Rivera. LPAs observed central AC/heater in the classrooms (1,2,3, and 4). LPAs observed ductless mini split AC in classrooms (5,6,7 and 8). LPA observed the classrooms temperatures to be between 71-72 degrees. LPAs observed the fire extinguishers in all classrooms and observed the valve on the required 2A10BC fire extinguishers indicating fully charged and serviced on 9/7/2023. Smoke detectors were tested during this inspection dual detectors. Carbon monoxide detectors located in the classrooms and LPA Rivera tested the detectors and are operable. LPA observed napping equipment cribs and cots to be in good condition. Per Site Supervisor, the isolation area takes place in the Director’s office and the staff restroom is also utilized for isolation. Site Supervisor stated medication is only administered to a child when accompanied with a doctor's note and medication is stored inside the classroom cabinets along with first aid kit. LPA Rivera asked if there are any poisons, firearms, weapons or bodies of water. Director stated she has no firearms, weapons, no poisons nor bodies of water on the premises. LPAs did not observe firearms or weapons, poisons, nor bodies of water.

This program provides breakfast, lunch and p.m., snack. Meals are prepared on site. A monthly menu is available and posted in the parent’s board and classrooms. For water drinking, facility utilizes water pitcher and refills children’s bottles and zippy cups. LPA observed the food preparation area to be clean and free of litter, rubbish, rodents, and/or any other vermin and storage containers for solid waste, including moveable bins with tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents. There is hot running water in the kitchen food preparation area.

Site Supervisor Karla Perez has Pediatric First Aid/CPR certification dated 2/11/2022, preventative health and safety training dated 3/11/2021, child abused mandated certification (AB 1207) dated 8/18/2023 and has proof of immunization against pertussis, and measles, and influenza declination. Director has been informed mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com



Site Supervisor Karla was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA Ortega discussed the safe sleep regulations with Site Supervisor Karla Perez and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Karla of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. Based on measurements taken during today's inspection and availability of toilets and sinks available for children, the facility is equipped for the requested increase capacity of 54 infants and 48 toddlers to bring the capacity to a total of 105


No deficiencies were cited during today's inspection. A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days.

Exit interview was conducted and report was reviewed and provided to Site Supervisor Karla Perez.
