On 06/13/2024 Licensing Program Analyst (LPA) Silva Garibyan arrived at PENNY AND PEGGY NAIRN 24 HOUR CHILD CARE INC.to deliver the findings of a complaint received by the Department on 04/04/2024 associated to Complaint Control Number 58-CC-20240404101749. LPA met with Gloria Avina, Center Director, and Gabrielle Hovey, Administrator, and explained the purpose of the visit. During today’s visit, there were five staff providing care to 12 infants.
During the investigation into the allegations listed above, LPA obtained a copy of the Facility Roster and conducted interviews with ten staff and four parents.
When interviewed, all ten teachers stated that both the infant and preschool children are dropped off at the Dearborn location in their separate, assigned classrooms and the older infants and preschoolers are then separated and moved to the Columbus location following an 8:30AM and 8:45AM schedule to ensure prevention of any commingling between infants and preschool aged children. During pick up in the evening, a similar schedule is followed as the children return to the Dearborn location at 5:00PM and 5:15PM.

All teachers confirmed that ratios are always maintained in all classrooms and during morning and evening transitions. All parents are aware of morning drop off, evening pick up, and transition schedules.
All four parents interviewed confirmed they have never observed commingling of their children with children from other age groups and have always observed maintenance of ratios.

Based on the investigation conducted, there is insufficient evidence to support the above-mentioned allegations to be true. Therefore, although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegations are Unsubstantiated.

The Notice of Site Visit was provided and must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
