32 | During interviews with Licensee Representative / Peggy Nairn and Administrator / Gabrielle Hovey, both parties denied observing or having knowledge of the following allegations; Staff does not accord children dignity in their relationship with staff or other persons, Staff are operating over ratio, Staff are not ensuring the children's diapering needs are met, Staff are not providing children adequate supervision to prevent injuries, Staff do not have the required credentials to supervise children, Staff are providing care to children without the required medical clearances and Staff are not providing children adequate supervision. Per Licensee Representative and Administrator, children are always accorded dignity in their personal relationships with staff and other persons. There have been no complaints regarding any form of verbal abuse. Statements obtained from both parties stated that facility has never operated beyond the terms of its license. Facility is licensed to serve for a capacity of 18 infants, between the ages of 0 - 2 years of age and facility has always operated within compliance. In reference to the allegation of Staff are not ensuring the children's diapering needs are met, it was disclosed that diaper changes are done for children every two hours or as needed. All staff change diapers and children are not left in soiled diapers. It was also disclosed that prior to children leaving home for the day, all children are changed and sent home clean and dry. Facility staff keep a log of diaper changes and the logs were verified to be consistent with the statements obtained. In reference to the allegations of Staff are not providing children adequate supervision to prevent injuries and Staff are not providing children adequate supervision, the Licensee Representative and Administrator both denied the allegations to be true. There have been no concerns or complaints from parents or staff regarding staff not providing children adequate supervision. During the visit conducted on 2/12/25, LPA reviewed staff files and confirmed that staff members 1 – 6 are qualified teachers and have the 12 core semester units in early childhood or child development education and 3 semester units related to infant care. It was also verified that staff members 1 - 6 have the required medical clearances/health screenings.
During interviews with staff, staff made no disclosures about observing any of the allegations stated above and denied the allegations to be true. The statements obtained were consistent and corroborated with the statements obtained from Licensee Representative and Administrator.
Parents interviewed did not present concerns related to the above-mentioned allegations and were pleased with the services and care being provided to their children.
Based on the investigation conducted, there is insufficient evidence to support the above-mentioned allegations to be true. Therefore, although the allegations may have happened or are valid, there is not a |
