On 5/19/2026, Licensing Program Analyst (LPA), Brittany Lovest conducted an unannounced visit for the purpose of delivering the findings on the above allegations.Upon arrival LPA met Director, Laurie Marsden observed 123 children in care with 20 staff members. LPA toured the facility indoors and outdoors to ensure Title 22 of the California Code of Regulations and/or Health & Safety Codes.

The allegations of neglect or physical abuse were referred to the Investigation Branch (IB), and an IB Investigator Amina Luckett was assigned to conduct an assignment only investigation. The investigator’s task was limited to obtaining a forensic interview for the child. On 3/4/2026, the investigator received an email stating that the child’s parents did not wish to proceed with the forensic interview. As a result, the investigator closed the assignment. LPA Lovest investigated the above mentioned allegation.

On 3/3/2026, Licensing Program Analyst (LPA) Brittany Lovest arrived at the facility for the purpose of conducting an Initial complaint investigation.

Upon arrival LPA met with Assistant Directors, B.Obey & A.Palonis and observed 99 children in care with 16 staff members. LPA conducted walk through of facility both indoors and outdoors collected facility roster, personnel documents, parent handbook, daily routine documents and conducted staff interviews.

On 4/22/2026, Licensing Program Analyst (LPA) Brittany Lovest arrived at the facility for the purpose of conducting a Subsequent Complaint investigation. Upon arrival LPA met Director, Laurie Marsden observed 120 children in care with 20 staff members. During inspection LPA conducted a walkthrough of facility both outdoors and indoors. LPA conducted Children and Parent Interviews and documented observations.

LPA Lovest interviewed parents and C1.

As of 5/19/2026, all investigative interviews were completed. Based on the information received and reviewed, along with LPA observations and interviews conducted, there was not sufficient information disclosed to determine that Child sustained blood in underwear due to staff neglect or physical abuse. These allegations are deemed UNSUBSTANTIATED. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur.

No deficiencies are being cited in accordance with Title 22 of the California Code of Regulations and/or Health & Safety Codes.

An exit interview was conducted. A copy of this report, appeals rights and a notice of site visit were discussed and provided.
