On 12/15/2023, Licensing Program Analyst (LPA) Adrian Risher conducted a complaint subsequentl visit regarding the above-mentioned allegations. LPA met with BillieJo LaBriola, Director and Stephanie Gibbons-Thibodeaux, Site Supervisor. LPA explained the purpose of the inspection. LPA observed 61 children with 24 teachers.

On 10/31/2023, ESCCRO received a complaint regarding staff not ensuring adequate care and supervision was provided to children in care. Information was received that 2 children were left outside on the playground unsupervised.

On 11/07/2023, LPA Risher conducted interviews with Director and staff. LPA requested a copy of the children's roster, personnel report and staff supervision policy.

Based on interviews and observations, there is insufficient evidence regarding the allegations of Lack of Supervision. Staff follow a Staff Supervision Policy throughout the day. Staff provided the procedure that is followed when the children make transitions throughout the day. Children stated the teachers stay with them in the classroom and while they are in the playground. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur, therefore the allegations are found to be unsubstantiated.

Exit interview was conducted and a copy of the report was provided. Appeal rights were provided and discussed.
