| On 10/31/2022 at 8:30 am Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced case management visit. LPA Ornelas was greeted by director Cherly Gartsman and granted entry into the facility. Director guided LPA Ornelas on a tour of the facility. There is a preschool license (197411211) on the premises. There were 5 staff and 16 children present during the visit.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires all licensed Child Care Centers (CCC’s) constructed before January 1,2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every five years after the date of the first test.
Community Care Licensing was notified that lead water re-testing conducted at the facility on 10/04/2022 exceeded allowable limit for lead. Samples testing over 5.5 ppb/ug L and above is considered an exceedance. The Purpose of today’s visit is to follow up lead testing results of Action Level Exceedances (ALE) and conduct an inspection.
During today’s visit LPA Ornelas observed water facet/outlets identified on facility sketch. LPA Ornelas reviewed the outlets list on the on the water testing documents. Per the report, the following water outlets yielded the following results:
1.) C- Hand washing Sink (between the Infant classroom and Toddler 2 classroom): 36.6 ppb
LPA Ornelas confirmed with director that outlet C (previously B) samples were identified as exceedance of lead and shall remain inoperable. LPA observed outlet C (previously B) to be located in an unused child restrooom hand washing sink located in a closed off room between the Infant classroom and Toddler 2 classroom. LPA Interviewed director to verify children do not have access to the sink that has been identified as exceedance of lead.
During today’s visit LPA Ornelas collected copies of Facility Sketch (water faucets/outlets identified) and a copy of the email provided by testing technician with results including instructions of 3 week faucet flow
