Licensing Program Analyst (LPA) Silva Garibyan conducted an unannounced Required - 3 Year inspection on this date. LPA met with Cheryl Gartsman, Director, and explained the purpose of the inspection and was guided on tour of the facility. This is an Infant program serving up to 48 infants. Indoor and outdoor infant areas are physically separate from other child care components (Preschool/197411211 and School Age/197411213). The entrance to the facility is locked and parents enter using security code. The facility operates Monday – Friday from 6:30 AM – 6:30 PM. LPA observed required licensing documents at entrance to the facility. The facility is currently utilizing the electronic sign in/out (waiver on file). The Infant component occupies three classrooms and two yards. A review of the sign in/out sheet was conducted to verify the current census of children. Currently there are 13 infants present. Facility is operating within capacity limitations. 2 teachers were present in the Infant classroom with four infants in the activity play area. 3 teachers were present in Toddler 2 classroom with nine infants. There were no children present in Toddler 1 classroom. Furniture and equipment were inspected for age appropriateness and good repair. LPA did not observe any baby walkers or any items that fall into that category present in the facility. The classrooms were inspected to ensure that the floors have a surface that is safe and clean. LPA observed children have their own cubby to store their belongings in each classroom. Napping area was observed to be physically separate from the indoor activity space in Infant room. Page 1

LPA observed that cribs (9) are spaced apart to provide a walkway for staff as required. Cribs are not blocking the entrances nor exits. Changing tables (one in each classroom) have at least a 1 inch thick padding covered with washable vinyl or plastic. Sides are raised to a minimum of 3 inches. Changing table is within an arm's reach of a sink. There is a minimum of one potty chair or toilet for every 5 infants currently toilet training. Caregiver advised that hands should be washed before and after each feeding and with each diaper change. Toys are found to be safe with no sharp edges, splinter or points. There are no small parts that can be pulled off and swallowed. Floor cots are available for all infants who are able to climb out of a crib. Cribs or other appropriate napping equipment is available for each crib age infant. Bedding is separately identified and stored for each infant. General sanitation was observed. Cleaning supplies are kept locked and/or inaccessible. Toddler 1 Classroom has a bathroom inside the classroom consists of one toilet and one sink. Outdoor play areas are fenced and free of hazards including holes, sharp objects, debris, animal droppings and dry grasses that pose a fire hazard. Infant and Toddler 2 Classrooms have a shared yard in the back of the classroom. Toddler 1 Classroom has its own yard in the side of the classroom. All play equipment, toys, materials and surfaces accessible to children appear to be age appropriate and toxic free. .There is adequate shade on the majority of the play area. Per Director, the equipment is checked to ensure it is not too hot for children in care. Drinking water availability was inspected. LPA discussed never leaving children unattended at any time. Extra precautions if facility does water play. Menus are posted at least one week in advance and are visible to an authorized representative. LPA observed the food storage area and kitchen in sanitary condition. LPA observed trash receptacles have tight fitting covers.

Medication is properly labeled and stored in the original container. The Director advised that children should be screened every morning for illness and unusual marks. First Aid supplies are stored in the classrooms. The infant bottles, diapers and wipes are labeled with children's names. The infant's formula is brought from home and provided daily by the parent. The infants will not be accepted into care for the day if not bottles are brought. There is an operating telephone in the Child Care Center. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. The facility has one or more functioning smoke alarms and carbon monoxide detectors that meet statutory requirements. LPA observed the fire extinguishes in all classrooms serviced within the last 12 months.
LPA reviewed sign in and sign out sheets to ensure children are being properly signed in and signed out by the authorized representative. LPA conducted a Children's Records Review for completeness and to ensure children have proper forms such as Identification and Emergency forms, Immunization records, Health History, Personal Rights, Parents Rights, Sleep Plan (LIC 9227) and sleep log on file. The children's roster was available and current.

Staff Records were reviewed to ensure the following: Criminal record clearance or criminal record exemption, education credits required for Infant Care, current CPR/First Aid and health preventative practices, proof of immunization against pertussis and measles and influenza and/or flu declination, Mandated Reporter training. LPA observed at least one staff member to have current EMSA approved pediatric CPR/1st Aid.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
There were no violations of Title 22 regulations at this time.

A notice of site visit was given and must remain posted for 30 days.
