On 4/16/2024, Licensing Program Analyst (LPA) Alemoh met with the Center Director, Mary Mercogliano to conduct an unannounced Annual/Random inspection for Canyon Springs 2. This is a Title 5 State Preschool program. Present today were 0 children, 0 teachers and 0 assistant, and the Director. Teacher/Child Ratios were observed in the classroom. Teacher/Child ratios are met according to Title 5 of the California Code of Regulations and Title 22 Regulations.

At the time of this visit the children returned to the center from a field trip, and the parents were waiting for the children to be picked up and signed out.

The operation house is Monday to Friday, 8:00 am to 11:00 am. Incidental Medical Services (IMS) were discussed.

· Physical Plant: LPA toured and inspected the preschool classrooms. Furniture and equipment were inspected for age appropriateness and good repair. LPA observed individual cubbies with children’s names labeled for children's belongings. An isolation area was inspected. Children do not nap since they are only in the facility for half a day (3 hours).

LPA observed cleaning solution were inaccessible to the children(top cabinet in the kitchen and or above classroom sink). Unused plugs are inaccessible. Age-appropriate sinks and toilets were inspected for availability and good repair. First Aid supplies, smoke detectors, carbon monoxide, and fire extinguishers were observed. Fire extinguishers are maintained properly. Trash cans with tight lids were observed. The telephone service was verified. Heating, lighting, and ventilation are adequate. LPA observed age-appropriate toys and materials.

LPA inspected and observed 2 clean bathrooms. The bathrooms have 2 toilets, and 2 sinks. Sinks are functioning properly and are age appropriate. LPA observed soap, toilet paper, and paper towels readily available.

The outdoor play equipment was inspected for health, safety, cushioning material, good repair, and age appropriateness. There were no bodies of water observed in the outdoor play area. The play area was inspected and was free of hazards, and loose, or sharp parts. The outdoor playground included various spots of shade. Water is accessible indoors inside a pitcher with cups next to it. The playground does have an outdoor water fountain is working properly. The teachers are being proactive by taking a pitcher of water with cups for the children to drink water during outdoor playtime. The playground is well-fenced all around. Equipment was inspected for safety, cushioning material, good repair, and age appropriateness.

The parent board was reviewed and has all the required forms posted. Fire/earthquake drills current(March 27th 2024). Children are inspected for illnesses as they arrive. A review of medication policy indicated that prescription medication is administered only with the parent's written permission. The classroom staff or administrators administers medication and re-documents the dosage, date, and time on a log. Medication is properly labeled and stored in its original container. There are currently 1 child in care with IMS needs. There is a separate area for the isolation and care of ill children in the office. Sign-in and out sheets were reviewed. The facility uses a paper sign-in sheet. The Teacher to child ratio was observed and staff names were recorded. Care and supervision were evaluated to determine if the basic needs of children are met and appropriate.

Children's records and staff records were reviewed. LPA verified there is at least 1 staff person present with current CPR and First Aid Training (exp. 01/23/2025). All staff completes the Mandated Reporter training every 2 years(exp. 08/2025). All staff receives Measles, Pertussis, and Influenza vaccination. All staff has required fingerprinting associated with the facility.

    Food Service: Allergy lists are posted in the classroom. The facility provides breakfast (AM) or Lunch (PM) children. Menus are posted in the parents board in each classroom. LPA observed an appropriate amount of food and snacks. Cleaning solutions and other chemicals are kept in a cabinet above the sink with the lock-in classroom and the main building's maintenance room. Soaps, detergents, cleaning compounds, or similar substances are stored separately from food supplies.
Drinking water is available inside the classrooms in the form of water pitchers and disposable cups.
Menus are posted at least one week in advance and made available for review by the parents.

The incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Mandated Reporter Training Requirements: §1596.8662 - As of January 1, 2018, childcare providers, administrators, or employees who work in a licensed facility shall complete the mandated reporter training provided according to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training. Staff was informed that they need to take mandated reporter training.
Immunization Requirements: §1596.7995 (a)(1) Commencing September 1, 2016, a person shall not be employed or volunteer at a daycare center if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year.

All Licensing reports are available for review online and are considered public information. Summary: Assembly Bill 2621 added Section 1596.819 to the Health and Safety Code, to require the Department to post certain licensing information for CCCs and FCCHs on its public internet website.

Fingerprint clearances and transfers: Before working or volunteering in a licensed childcare facility, all individuals subject to a criminal record review shall obtain a clearance or criminal record exemption. If a fingerprint clearance has been obtained through the Department, Licensee may request a transfer of a criminal record clearance from one state-licensed facility to another using form LIC 9184
Each report (documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit (printed out during this inspection). In addition; all parents of currently enrolled children and any newly enrolled child for the following 12 months shall receive a copy of the report documenting a Type A Citation and sign form LIC 9224 acknowledging receipt. Staff is aware of the required forms for children's files and forms that shall be posted after licensure.
**Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements
Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed childcare facility are aware of situations that present the greatest danger to children.

No deficiencies are being cited at this time, the facility complies with Title 22
