On 11/21/2024, Licensing Program Analyst (LPA) Lisa Clayton and LPA Brittany Lovest made an unannounced visit to the Kras Family Child Care Home to conduct the Required 3-year inspection. LPA’s were greeted by Licensee Raven Kras. LPA Clayton and LPA Lovest observed 2 infants being cared for by the licensee and her fingerprint cleared assistant. Per Licensee the hours of operation are Monday through Sunday - 24 hours. Licensee provides overnight care. Licensee provides breakfast, lunch, dinner, snacks, milk and water.

LPA’s toured the home inside and outside for a Health and Safety inspection. The home is neat and clean and has ventilation for safety and comfort. The home has working telephone and LPA Clayton confirmed the number is (310) 314 – 0648.

During the tour of the home, LPA Clayton asked to see the area where the children were sleeping and license opened the closed door to the hallway. LPA Clayton and LPA Lovest observed both of the bedroom doors to be closed. LPA Clayton asked licensee which room the children were in, and she stated that there is child in each room. LPA Clayton reminded licensee that If an infant is sleeping in a separate room from where the provider is stationed, the door to the room the infant is sleeping in shall remain open at all times, so that the provider shall be able to visually observe the infant without moving the door. Licensee Raven opened both doors and LPA’s observed a sleeping infant in bedroom #1 and an awake and crying infant in bedroom #2.

LPA Clayton confirmed that the single-family home consists of the following: living room, dining room, kitchen, 2 bedrooms, 1 bathroom, fenced back yard, and detached garage with a separate storage room, and fenced garden play area behind the garage.

Licensee will provide parents of currently enrolled children and parents of children enrolled over the next 12 months copies of the Licensing Report containing the Type A violation and maintain a signed LIC 9224 in the children’s files.

Per licensee both of the outdoor play areas (middle and rear) will undergo landscaping construction when the FCCH is closed for the Christmas holidays (December 19, 2024 – January 1, 2025). The FCCH is scheduled to reopen January 2, 2025. The landscaping construction will include tree/tree stump removal, ground flattening and rewiring the sprinkler system in the middle yard and tree trimming and fixing the sprinkler system in the garden play area (rear yard, behind the detached garage).

The ON LIMIT AREAS are as follows: living room (day care activity room), dining room (eating area), bathroom, bedroom #1 (infant nap room), bedroom #2 (infant napping room), laundry room (to access the backyard only) a section of the detached garage (music room) and both the middle and rear of the fenced backyard. The ISOLATION AREA will be in the napping room (bedroom #2).

The OFF-LIMIT AREAS are as follows: the kitchen and the storage room (in the detached garage) all of which are inaccessible to children in care by child safety gates and/or closed and/or locked doors and visual supervision.

Furniture and equipment are in good condition and free of sharp, loose, or pointed parts.

There are no pools, ponds or any other bodies of water on the premises. There are no firearms or ammunition on the property.



The home has a fully charged 2A10BC fire extinguisher in the hallway, a working carbon monoxide detector in the hallway and working smoke detector in the napping room (bedroom #1), and a working carbon monoxide detector and working smoke detector in the dining room.

LPA Clayton reviewed 5 children’s files and observed them to be in compliance as they contain current contact information for authorized representatives and/or relatives who can assume responsibility for the child, immunization records, and signed Parent’s Rights.

Licensee has current CPR/First Aid certificate that expires in June 2025, and her Mandated Reporter training expires February 2025. Her assistants CPR/First Aid expires January 2026 and Mandated Reporter training expires July 2026. Licensee and staff have immunization records and are in compliance with immunizations required for childcare providers.

LPA Lovest reviewed a Sleep Log for children under 2 years old with licensee and provided Licensee with a sample log and a copy of the Safe Sleep regulation. LPA Lovest reminded license to check the Safe Sleep webpage on the Child Care website https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and­resources/safesleep as an additional resource.

LPA Clayton informed applicant of the importance of checking for recalled infant devices on the United States Consumer Products Safety Commission (CPSC) website at https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on the purchased equipment.

Incidental Medical Services (IMS) are not currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office upon completion. Information regarding Americans with Disability Act (ADA) can be obtained by contacting US Department of Justice toll free ADA Information line at (800) 514-0301(voice), (800) 514-0383 (TDD) and website link https://www.ada.gov/childqanda.htm.



LPA reminded Licensee of the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of 100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&R) throughout California.

During the exit interview, Licensee Raven confirmed that there are no Registered Sex Offenders living in the home and LPA completed the RSO profile in FAS.

Per Title 22 Regulations and Health and Safety Codes, deficiencies and Technical Violations were cited today (see LIC 809D, LIC 9102).

Licensee will provide parents of currently enrolled children and parents of children enrolled over the next 12 months copies of the Licensing Report containing the Type A violation and maintain a signed LIC 9224 in the children’s files.

An exit interview was conducted, a copy of this report was read and provided to licensee and will be made available to the public upon request. Appeal Rights were discussed and provided.

LPA Clayton posted a Notice of Site Visit which is required to be posted for 30 days.
