Licensing Program Analysts (LPA) Shandra Powell conducted an unannounced annual inspection to the above facility on 10/11/22. LPA arrived at the facility at 9:28AM identified self and explained the reason for the Inspection. Director Bliss Franco guided analyst on a tour of the facility inside and outside. LPA provided Director with a copy of the LIC 125 Entrance Checklist to help facilitate the inspection. This is a preschool program which consists of 1 classroom; Facility operation hours are Monday to Friday from 7:30AM to 3:30PM. This facility is located on the grounds of Good Shepherd Catholic Elementary School.

All areas identified on the facility sketch was inspected. Upon arrival, the following staff were present during this inspection: Staff #1 and Staff #2 with 7 preschoolers. The facility was observed to be within the license capacity and limitations. The following was observed during the tour of the facility:

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Children nap at this facility everyday except on Fridays. The bedding is taken home weekly and cleaned by each child's representative. Per Director, the isolation area is located in the front office. Age appropriate sinks and toilets were inspected for availability and good repair in restroom. General sanitation was observed. Availability of indoor drinking water was observed in kitchen. However each child brings their own sippy cup each day LPA observed some children names on cups during inspection.

Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Director states that there are no poisons stored at the facility. Carbon monoxide and Smoke detectors were observed and tested to ensure that they are operable during inspection.

All meals and snacks are provided by child's representative each day. LPA reminded Director labels are needed for all items brought into the facility from children's home. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal.

The bathroom and toileting area were inspected, LPA observed adequate toilets and sinks to accommodate the facility’s capacity. Toilets flush properly, toilet and sinks are reachable by the children in care. The restroom has adequate toilet paper and paper towels available. The bathroom was found to be clean. There is adequate lighting/ventilation in the bathroom area. LPA inspected one bathroom. Bathroom: has 3 faucets and 2 toilets located inside restroom.

During outdoor playground inspection LPA observed 3 tricycles with missing rubber handles and or pedals. This poses a potential Health and Safety risk to children in care. LPA observed all other outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water is provided via cooler located in kitchen. Children also bring their own water bottles from home daily. LPA advised that no children shall be left without the supervision of a teacher at any time.

All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free There are no firearms stored on the premises. There are no pools or bodies of water at the facility.

There is at least one person trained in CPR and Pediatric First Aid present during this inspection.

Children’s Records were reviewed for completeness. Inspection of required forms was made and documented on the LIC 857.

LPA also reviewed staff records. The review of Staff records was documented on the LIC 859. Staff present did have proof of the AB 1207 Mandated Reporter Training certificate on file.



Children's roster was reviewed and is current. Sign-In and Sign-Out sheets were reviewed. During the inspection LPA observed that all children present were signed in during inspection. Disaster drill log was available, LPA observed last drill completed 06/2022 (LockDown Drill)

Menus were not observed due to facility does not provide snacks nor lunch to children in care.

First Aid supplies were observed in the classroom, there are currently no children on medication.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPAs advised the Director to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov. During inspection Director subscribed to received Important Updates from Child Care Licensing Division.

LPA discussed Provider Information Notification 22-20-CCP Lead Testing in Child Care Centers.

There were no deficiencies cited during today’s inspection.

LPA provided a technical violation during the inspection.

A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
