1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On February 17th, 2022 at 1:26 PM, Licensing Program Analyst (LPA) Andrew Alemoh met with the Director, Ruby Trejo, for the purpose of an unannounced Required 1-Year inspection of the preschool day care center. The center's hours of operation are Monday thru Friday 6:30 AM to 6:30 PM. The pre-school component consists of 4 classrooms. During naptime LPA Alemoh observed the Pre-K room, LPA observed 24 children napping with 1 staff member supervising. In the Preschool room, LPA observed 16 children napping with 1 staff member supervising. In the Early Preschool room, LPA observed 0 children. In the 2's classroom, LPA observed 0 students. This is a combination center which includes an infant toddler option (197413767) and school age component (197413768). During this inspection LPA toured the facility, observed equipment/supplies, and reviewed a sample of children and staff files. Incidental Medical Services (IMS) were discussed. The center currently has no children in the "early preschool program" requiring IMS. Current Pediatric CPR and First Aid was observed (expires on 12/28/24). Furniture and equipment were inspected for age appropriateness and good repair. All rooms are clean and safe. Telephone service was verified. Heating, lighting, and ventilation are adequate. There are cubbies for children's belongings. There is 1 restroom with 2 toilets and 1 sink in each classroom. LPA, observed drinking water available for children in the form of filtered bottle water and disposable cups. Children also bring there own water bottles to the day care facility. All trash cans are covered with lids. Cleaning supplies are kept in a high cabinet and out of reach. LPA observed a sufficient quantity of cots available for napping children. There were age appropriate toys and materials in each room. Allergy list is posted in each classroom. Fire extinguisher, smoke detector and carbon monoxide detector were observed to be operable condition. Activity log is maintained electronically through an application call Sprout Aboutl.

Outdoor play equipment was inspected for health, safety, cushioning material, good repair and age appropriateness. There are 3 separate outdoor play yards. LPA observed a black iron fence as well as a green iron fence separating the 3 play yards. LPA observed a grass area and a solid rubber surface with a large play structure for active play. Play area was inspected for hazards and inaccessibility to bodies of water (none on premises). There is shade and water available for children.

Children are inspected for illnesses as they arrive each day. A review of medication policy indicated that prescription medication is administered and only with parent's written permission. The director or assistant director administers medication and documents the dosage, date and time onto a log. Medication is brought and taken home by the parent daily or retained in a lock box properly labeled and stored in its original container in the directors office. There is a separate area for isolation and care of ill children in the director's office. There is a separate cot with fresh linens available for each ill child.

There is a clean, fully equipped kitchen with 2 refrigerators, freezers, microwave, and sink. The facility provides breakfast, lunch and afternoon snacks. Weekly menus are posted on the parent board in the front lobby and in the kitchen. There is a place for allergy lists to be posted in each classroom. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food, under sink cabinet with a safety latch. Teacher/child ratios were observed. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Fire/earthquake drills are current. Last drill conducted on 01/23. Personal rights of children were discussed. Director Ruby was reminded to access the Licensing website at ccld.ca.gov to obtain information about the most recent regulatory changes and the Quarterly Updates.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with Director Ruby and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The licensee was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224).

Exit Interview conducted and a copy of the report was read and provided to Director, Ruby.
