On 12/17/2024 Licensing Program Analyst (LPA), Isabel Ortega met with Site Director Angelica Castillo and Lilian Bamaca, Education Coordinator and conducted an Annual Random Inspection. LPA toured and inspected the facility in accordance with the facility sketch. During inspection LPA did not observe any children in care, children are on Winter break. Staff are working in the classrooms. Facility operates in four classrooms referred to as the Early HeadStart and HeadStart Program serving ages 2 years to 5-year-olds. Facility currently utilizes two classrooms for Early Head Start (2 years to 3 years) and two classrooms for Head Start (3 years to 5 years).

Facility operates Monday through Friday Early Head Start from 8:00 a.m. to 3:15 p.m. and Head Start from 8:15 a.m. to 2:30 p.m.

Facility provides children with Breakfast, Lunch, and afternoon snack. A menu is available upon request and menu is posted in the food preparation area. The facility has the food allergy list posted in each classroom and in the kitchen area. There is hot running water in the kitchen area.

An isolation area is available which takes place in the staff office area. Children have the option for rest time and quiet time if needed (mats or cots). Age-appropriate sinks and toilets were inspected for availability, toilets flush properly. Each restroom has adequate toilet paper, hand soap and paper towels available. Restrooms are cleaned, restocked of toiletries by staff as needed, the-site custodian disinfects and sanitizes daily. Children are provided with cots for nap time, sheets and blankets are provided by the facility. Blankets and sheets are washed once a week.

According to facility, there are no bodies of water on the premises. LPA did not observe any bodies of water during this inspection. According to Staff there are no weapons nor guns at the facility. LPA did not observe any weapons or guns at the facility during inspection.

The furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating and AC ventilation were evaluated. LPA observed individual storage for children's belongings labeled with children’s name.

Facility sampled water for lead on 08/12/2022, and results were under the allowable 5.5 ppb, according to facility children are provided with filtered drinking water and individual disposable cups. LPA observed red igloo jugs in the classroom and a water dispenser in each classroom. The red igloos are taken outside during outdoor play time.

Facility has all the required posted documents: Facility License, Notice of Parent's Rights Poster, Emergency Disaster Plan, and Earthquake Preparedness Checklist.

First Aid supplies, smoke detectors, carbon monoxide (dual)were observed to be operating properly) tested at 10:55 a.m.). The fire extinguisher (2A10BC) is reading in green; the Fire extinguisher was last serviced on 12/03/2024(LPA observed a tag with date hole punched).

Trash cans with tight lids were observed. Snacks were inspected, and are properly labeled, stored, and within expiration date. LPA observed emergency supplies and emergency food in bins located on the side of the classroom (inaccessible to children), Cleaning supplies are out of reach of children.

Emergency Drills are conducted every sixth month last drill was conducted and documented on 12/06/2024 at 10:10 a.m.



The outdoor play area was inspected and observed to be free of hazards, loose, or sharp objects. Equipment was inspected for safety, cushioning material, good repair. During outdoor play children have access to the drinking filtered water (tested for lead on 08/12/2022). There is two play areas available for children. There are three sheds in the play area maintained locked and utilized for equipment, storage and supplies.

Children's records were reviewed for completeness. Health History, Emergency contact and Medical Exams; Immunization Records are all in the children's file. The facility roster was up to date and all staff have been fingerprinted and association to the designated license number.

Director and Staff are currently certified in Pediatric CPR/First Aid which does not expire until 05/13/2026. Childcare Provider Mandated Reporter (AB1207) training certificate is dated 11/20/2023.

The following Incidental Medical Services (IMS) were discussed.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Beginning on January 1, 2018, Assembly Bill 1207 (2015) requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. New employees shall have 90 days from date of employment to complete training as required. The training may be conducted at the following website www.mandatedreporterca.com. According to facility documentation all staff are aware they are mandated child abuse reporters and have the responsibility of reporting any suspected child abuse to the Child Abuse Hot line at (800) 540-4000.

An exit Interview was conducted with Site Supervisor Angelica Castillo and Lilian Bamaca, Education Coordinator. A copy of this Report, a Notice of Site Visit and appeal rights were provided on this day.

A copy of this report must be made available to the public for 3 years. The Notice of site visit shall be visibly posted for 30 days.
