INVESTIGATION FINDINGS:

On 2/3/2026, Licensing Program Analysts (LPAs), V. Wheatley and Adrian Risher met with Assistant Director Jessica Contreras and Deborah Ruiz and conducted an inspection regarding the above allegations. LPA toured two infant classrooms Sand Dollar #1 and Sand Dollar #2. LPA observed infants supervised by staff. LPAs observed Sand Dollar #1 with 10 infants which were supervised by Staff #1 Lead Teacher and two teacher's aides. LPA observed Sand Dollar #2 with 12 infants which were supervised by Lead Teachers Staff #2 and #3 and one teacher's aide. LPAs observed enough cribs for infants. LPAs observed the staff documenting the infants napping. LPAs did not observed infants crying for long periods of time. LPAs reviewed records and observed four infant teachers with required units.

On 12/2/25, LPA V. Wheatley met with Director Nancy Delgadilo and conducted an inspection regarding the above allegations. LPA toured two infant classrooms, Sand Dollar #1 with 10 infants and Sand Dollar #2 with 9 infants. LPA observed children supervised properly by staff. LPA interviewed the director and several staff members. LPA received a copy of the children's roster. LPA received a copy of staff schedules and list of staff names and duties.

Based on LPAs observations, record review, and interviews which were conducted, the allegations are Unsubstantiated. An unsubstantiated finding means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

Per Title 22 Regulations and Health and Safety Codes, no citations were issued. An exit interview was conducted. A copy of the report was read and provided to the assistant director. A Notice of Site Visit was provided and required to be posted for 30 days.
