On February 20, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed seven children in active play and three staff. The facility operates from 7:45 am to 4:00 pm. There is an early bird session from 7:45-11:45 AM. Monday-Friday. All staff had a Criminal Record Clearance and were associated to the facility.
Physical Plant: LPA observed one large clean and safe classroom, telephone service, heating, lighting, and ventilation are adequate. There are cubbies for children's belongings that are labeled in the classroom. Furniture, books, equipment, toys, and materials were age appropriate and in good condition. Drinking water is available inside the classrooms in the form of water purifier and labeled cups. There were cots for napping and enough for all children. The bedding is stored separately and per representative it is washed weekly. The medications if needed are kept stored and locked inside the office. First Aid Kits were observed in red backpacks inside the classroom. There is an Emergency Survival Kit Bin kept sealed under the sink in the classroom. Fire extinguishers, fire pull alarms, and sprinklers inside the ceiling were observed throughout the center. Trash cans do not have secure lids. There is a storage cabinet inside the classroom that is locked. There is a closet that is accessible from the classroom that was not locked, there were day care supplies inside, no chemicals.

Bathrooms: LPA inspected the children's bathroom. There is one bathroom with two toilets and two sinks, functioning properly and age appropriate no hazards were observed. LPA observed soap, toilet paper, and paper towels readily available. Staff restroom is in the hallway outside of the classroom.
Kitchen: There is a clean, fully equipped kitchen with refrigerator, freezer, stove, oven, microwave, and sink. The facility provides breakfast, lunch, and afternoon snacks. Menus are posted. LPA observed allergy list in the kitchen. LPA observed an appropriate amount of food and snacks and low fat milk. The chemicals are kept separate from the food. Cleaning supplies are kept inside the kitchen locked under the sink.
Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed two outside areas: Back area has three activity tables with shade. Gates were locked. The piping was covered around and inaccessible. There was a side bench for rest. The front outside area had a large sand box covered with a canopy, there were four storage units with supplies and three activity tables, bikes, and music area. There was a functioning handwashing sink with soap, and paper towels. There were two water fountains that were not operable. The playground was observed to be free of debris. Drinking water is available in the form of a labeled cups that are filled up before playtime. Per representative, there are no bodies of water on the premises. LPA did not observe any bodies of water on premises. Other: Children and staff files were reviewed. Current Pediatric CPR and First Aid (expires 3/2026). Transportation is not provided. Disaster Drills: Fire drill was last conducted 11/24 and Earthquake drill was 10/24. The Child/Parent Roster is complete with all required information. Children are inspected for illnesses as they arrive. They are taken to the office to isolate until the parent can pick up the child. Staff/child ratios were observed- compliant, sign in/out sheets are digital on IPAD. The last fire inspection was conducted on 2/28/2024.

The facility representative was reminded to access the Licensing website at www.ccld.ca.gov. to obtain information about the most recent regulatory changes and the Quarterly Updates. Per representative, no medication is being administered. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Medication is brought and taken home by the parents daily or stored in the office. Medication is properly labeled and stored in its original container. The facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child CareCenters (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
