13 | On 09/24/2024, Licensing Program Analyst (LPA) Doris Whitmore initiated the complaint investigation and met with the Site Supervisor, Norma Dumaliang. LPA toured the facility indoors and outdoors, observing proper teacher/ ratios with a total of 19 children and 5 teachers. LPA interviewed the Site Supervisor, Staff, Family Advocate & Children. LPA obtained a copy of the Facility Roster, Personnel Report, Class Schedule, Diaper Changing Log, Policy on Diapering and Discipline.
The Department conducted a full investigation, which included staff interviews, interviews with relevant parties and other agencies, as well as a record review which included documentation related to the allegation. LPA did not observe, nor was information provided via interviews that provided sufficient evidence to substantiate the allegations of Personal Rights - Staff are not treating day care children equally, Staff are not meeting day care children’s diapering needs, Staff are encouraging day care children to engage in appropriate behaviors, & Other - Staff are not allowing day care children’s parents into facility. Therefore, the allegations are deemed unsubstantiated. Meaning, although the allegations may have happened or are valid there is not a preponderance of evidence to prove the alleged violations may have happened or are valid |
