On March 18, 2026, at 9:30 a.m., Licensing Program Analyst (LPA) Peter Bishop conducted an unannounced complaint inspection for the purpose of interviewing children and delivering the findings for the above allegations. LPA met with Facility Representative Myrna March in the absence of Director ouglas Franco. LPA Bishop was given a tour of the facility and there was 29 Children present.

During the course of this investigation, interviews were conducted with a Parent, 3 Teachers and the Director. There was no corroborating statements made during the interviews. Everyone interviewed stated that the were not witness to or had knowledge of the above allegations. LPA Bishop observed the communication between staff and children on the previous unannounced visits on 02/11/2026 and 02/19/2026 and no Personal Rights violations were observed. LPA Bishop also observed communication between staff and children today's visit on todays visit and LPA did not observe any Personal Rights violations.

Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and a copy of the report and appeal rights were provided to the Facility Representative Myrna March.
