32 | During an interview with the Director, it was disclosed that the staff responsible for the food storage and food preparation follow the USDA Food Safety and Inspection Services recommendations.
During interviews with staff, Staff #1 disclosed that there have been two (2) occasions when frozen raw meat has been left on the kitchen counter to thaw overnight.
Staff #2 disclosed that the facility leaves frozen raw meat (whole chicken, chopped up chicken, hamburger meat, etc.) on the kitchen counter overnight to thaw. The facility will take out the meat from the freezer around 04:00PM and 04:30PM and it will be on the counter until the next morning at 07:30AM, for approximately 15 hours.
During interviews with parents, there were no disclosures made regarding the allegations.
There were no children interviews conducted due to the kitchen area is not accessible to children during the facility hours of care.
Based on LPA’s observations, interviews conducted where Staff #1 and Staff #2 observed that frozen raw meat was left on the kitchen counter to thaw overnight, documents obtained, record review, and the investigation, the preponderance of evidence standard has been met; therefore, the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 Chapter 3, Section number 101227(a) (1) Food Services and a plan of correction is due 09/24/2025, a Type B Citation is being cited on the attached deficiency page.
The Notice of Site Visit (LIC 9213) must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
