On March 13, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting an Annual Random inspection. LPA met with the Director who granted access. LPA and Director toured the facility inside and outside. LPA observed one hundred nineteen children (119) children in active play and twenty-four (24) staff. The facility operates from 6:30 am to 6:30 pm. Monday-Friday. All employees have a criminal record clearance and are associated with the facility.
Physical Plant: There are seven classrooms in total: Hazel Room, Cypress Room, Willow Room, Aspen Room, Maple Room, Redwood Room, and Oak Room: All the class rooms were observed to be a clean and safe classroom(s), the telephone service, heating, ventilation, and lighting are adequate. There are cubbies for children's belongings that are labeled with the children’s names in each classroom. The furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classrooms in the form of water pitcher and disposable cups or labeled cups. The napping equipment are cots and there was enough for all children. The bedding is stored separately and per Director, the bedding is taken home by parents and washed weekly. First Aid Kits were observed in each classroom. There is an Emergency Survival Kit with at least three days of food and water, flash lights are stored outside in the shed.

Per Director, the fire extinguishers, smoke detectors and carbon monoxide detector are operable. LPA observed all the fire extinguishers in each classroom that were inspected 2/2025. LPA observed a sprinkler system inside the ceiling and fire alarm pull switches throughout the center. Trash cans have secure lids. LPA observed the outside door cracked opened inside the Hazel Room and the door was closed during inspection. Per staff, they were not aware the door was open. All classrooms had the lesson plan, schedule, menus, and allergy list posted. There is a MPR Room used for teaching Spanish and dance class. There is one pet rabbit inside the MPR room. Per the Director the pet is vaccinated and interacts with the children. Each classroom has surveillance cameras, per Director, they are all operable.

Bathrooms: There are bathrooms inside each classroom accessible to the children. All toilets and sinks were functioning properly and age appropriate. There are separate hand washing sinks either inside or outside each bathroom observed with soap, toilet paper, and paper towels that were readily available. LPA did not observe any hazards in any of the restrooms. The Redwood Classroom has a separate staff restroom inside the classroom and the other staff restrooms are in the hallway in the lobby outside the classrooms.

Kitchen: There is a fully equipped kitchen with three refrigerator/freezer combos, one separate staff refrigerator/freezer, two large industrial freezers, one gas stove with oven, one large convection oven, dishwasher, three prep sinks, and one hand-washing sink. The kitchen was clean and there were no hazards observed. The facility provides morning snack, lunch, and afternoon snacks. The menus were posted in the kitchen and each classroom. There is a confidential allergy list posted on the cabinet door near prep station. LPA observed an appropriate amount of food and snacks.

The chemicals and cleaning supplies are kept separate from the food and stored on a high shelf over the handwashing sink. LPA observed whole milk. Per Director, they have always used the whole milk instead of 1%, nonfat milk.
Outside: There are three (3) separate playgrounds: The entire playground is fenced around with block wall and separated by chain linked fencing. The Maple playground had a large play structure with three slides that are anchored inside the ground. There was a rubber mat covered with artificial turf for cushioning surface underneath and a canopy for shade. Concrete, grass, and bikes for play tables and benches for rest. One storage shed unlocked. The Willow/Aspen playground had Little Tykes bikes, regular tricycles, basketball court, a plastic rock-climbing apparatus that was anchored in the ground and dirt and grass underneath. There were two garden boxes with dirt and unlocked storage shed. The Cypress/Hazel playground was observed with Little Tykes cars, a small play structure with one slide and a rubber mat covered with artificial turf and a canopy for shade. There were two garden boxes. The outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. Drinking water is available in the form of a labeled water cups that are filled and brought out during play time. Per Director, there are no bodies of water on the premises. LPA did not observe any bodies of water. The entire playground was observed locked and is secure.

Other: Children and staff files were reviewed. . Current Pediatric CPR and First Aid (expires 2/2026). Transportation is not provided. Disaster Drills: Fire Drill was conducted: 1/14/2025 Earthquake drill was conducted: 10/17/2024, the Lockdown drill was conducted: 6/16/2024. The Child/Parent Roster was complete with all required information.

The Staff/Child ratios were observed to be compliant; the sign in/out sheets were digital/electronic on a phone app; the teachers have a paper sign in/out sheet in each classroom that is legible. Per Director, the children are inspected for illnesses as they arrive. There is a separate area for isolation and care of ill children inside the Director’s office until the parent can pick up the child. Per Director, the medications are stored in the office, locked. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Medication is stored in the office, locked. Medication is properly labeled and stored in its original container.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
