On January 6, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility. The purpose of the inspection was to deliver findings regarding the above complaint allegation. LPA met Rosemary Kober who granted access. LPA observed one hundred nine children and twenty-one staff in care. The staff/teacher ratios were compliant.
During the investigation, LPA conducted confidential interviews with all relevant parties involved. Based on the interviews there was not enough evidence to corroborate the allegation that staff left children unsupervised in the classroom. Therefore, the above allegation is Unsubstantiated, meaning although the allegations may have happened or are valid there is not a preponderance of the evidence to prove the alleged violation occurred.

An exit interview was conducted, and a copy of this report was read, a Notice of Site Visit, and this report was provided to Rosemary Kober, Facility Representative, at the facility. A Notice of Site Visit must remain posted for 30 days. Removal of the posting is subject to a $100 civil penalty.
