On 09/19/2023 at 1:27p.m. LPA Whitmore initiated the complaint investigation and met with the Director Char'Vesther Diggs.LPA toured the facility indoors and outdoors, observing proper teacher ratios with a total of 30 children and 4 teachers.LPA interviewed the Director, Administrator, Staff, & Children. LPA obtained a copy of the Facility Roster, Personnel Report, Agenda, from Staff meeting, Parent Student Handbook and Employee Policies Handbook.
On 12/6/2023 at 12:03p.m. LPA Whitmore conducted a visit to complete the investigation and deliver findings. LPA Whitmore met with the Director CharVesther. LPA toured the facility indoors and outdoors, observing proper teacher/child ratios with 25 children in care and 6 Teachers.
The Department conducted a full investigation, which included staff interviews, interviews with relevant parties, as well as a record review which included documentation related to the allegations. LPA did not observe, nor was information provided via interviews that provided sufficient evidence to substantiate the allegations of Personal Rights - Staff physically abuses day care children,Qualifications - Staff are not qualified to care and supervise day care children, Personal Rights – Staff does not ensure day care children

have blankets during naptime. Although the allegations may have happened or are valid there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore, the allegations are deemed unsubstantiated. An exit interview was conducted, a copy of this report, appeal rights along with Notice of Site Visit were provided.
