On 4/20/2026 Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced follow-up complaint inspection for the purpose of delivering findings for the above allegations. Upon arrival, LPA was greeted and let into the facility by Director, WIRATUNGA, KUMARINI, to whom the reason for the inspection was announced. LPA observed 4 staff supervising 38 children.

Rm1: 20 children with a ratio of 2 teachers
Rm2: 10 children with a ratio of 1 teacher
Rm 3: 8 children with a ratio of 1 teacher

During the course of the investigation, LPA Ornelas made observations, obtained documentation in the form of children’s roster, conducted interviews and obtained copies of documents and pictures of the physical plant.

-Pertaining to the allegation that – Staff operate out of ratio.
According to the Reporting Party (RP), facility is out of ratio, with one staff providing care to as many as 21-24 children.

According to staff Interviewed during the course of the investigation,

According to parents interviewed during the course of the investigation, Parents stated they were happy with the Child Care Center (CCC).

-Pertaining to the allegation that – Unqualified staff are providing care for day care children.
According to the Reporting Party (RP), they suspect one or more of the staff are not qualified to work as teachers but are working as teachers.

LPA reviewed staff files and observed all staff met the Teacher criteria per Title 22 Regulations.

-Pertaining to the allegation that – Staff do not supervise day care children in the bathroom.
According to the Reporting Party (RP),RP stated staff do not accompany children to the bathroom, even if parents request that they do so. RP stated on the rare occasion that a staff checks on a child in the restroom, they do so by leaving the whole classroom of other children without adequate supervision.

According to Staff Interviewed during the course of the investigation, staff stated that they make efforts to take all children to the restroom at a time to maintain ratio. Staff stated that when only one child needs to use the restroom, they will have Director Kumarini assist or lead one child to the restroom while continuing to supervise the remaining children in the classroom.

LPA Ornelas observed efforts to ensure supervision is being maintained when children need to utilize the restroom.

-Pertaining to the allegation that – Staff do not ensure the playground sand is free from animal feces.
According to the Reporting Party (RP), RP stated there is animal poop in the sand on the playground, based on preschool child telling them they saw the poop and based on scat on their child’s shoes. RP also stated children smell like animal poop and so do their clothes.

According to Staff Interviewed during the course of the investigation, staff stated that there are times when they will observe cat feces. Staff stated that they clean it up as soon as it is observed. Staff stated due to the space being outdoors, there is only so much they can do but they do their best to clean up as needed before children play outside in the yard.

According to parents interviewed during the course of the investigation, they have no concerns regarding feces in the outdoor play ground. Parents stated that they have no concerns and they were happy with the Child Care Center (CCC).

LPA did not observe any feces during either inspection. During todays inspection, LPA Ornelas observed the sand had been recently replaced and cleaned. LPA did not observe any feces during todays inspection.

Based on the evidence as documented above, the allegations have been determined to be Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.
A notice of site visit was given and must remain posted for 30 days.
