On 12/04/24 at 9:35 AM, Licensing Program Analyst (LPA) Veronica Diaz conducted an unannounced Required-3 Year inspection. LPA met with director Danika King and advised them of the purpose of the inspection. Director provided LPA a tour of the facility inside and out. There were 15 infants in care at the time of the inspection along with 4 staff. Center operates M-F 6:30AM-6:30PM.

LPA observed required licensing documents mounted on the walls at the entrance of the facility. Last fire drill was conducted on 10/10/24 and earthquake drill 11/19/24. Each of the classrooms have age-appropriate toys and furniture accessible for infant in care. LPA observed changing tables, however in infant room one the changing table was observed to be a few feet away from the sink. LPA advised director that a mobile changing table will be needed to be at arms reach to the sink or an new changing table will need to be installed in order to be at arms reach to the sink director stated they will get a sink installed near the changing table to be at arms reach. LPA gave director a copy of the regulation 101439 Infant Care Center Fixtures, Furniture, Equipment and Supplies. LPA did not observe any hazards/toxins items accessible to infants. First Aid kits were observed at front desk in the facility and each class has first aid/up kit bags that only have what is commonly or most frequently use . Currently the facility uses an App called Sproutabout for communication with parents and uses an electronic sign-in sign-out called Learning Care Works . Facility provides 2 snacks and lunch for the older infants that are eating solid foods and the smaller infants bring formula and milk from home. Refrigerator in infant classroom observed to have labeled containers with infants name for their food storage.

The outdoor playground is shaded and has enough amount of space for infants to play. LPA observed the playground has age-appropriate toys and structures available for infants.

A sampling of children and staff records were reviewed. LPA observed infant files to be complete and current. Staff mandated reporter certification are all current. LPA verified SB792 Child Care Adult Immunization and Tuberculosis requirements.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
Exit interview conducted and report was reviewed with the director Danika King.
No deficiencies were cited and 1 Technical Violation.
