On 6/16/22 at 9:00am Licensing Program Analysts (LPAs) Alicia Mooberry and Austin Estrada conducted an Annual Inspection. LPAs met with Sheronice Swain, Licensee who provided a tour of the facility. Per Director, the hours of operation are Monday-Friday 6:00am-8:30pm. The facility has two classrooms where care is provided. The facility is licensed for a Preschool class of 18 and Toddler component for 7 children. There were no children present, Per licensee, there are no children enrolled.

All areas on the facility sketch were inspected. The Preschool Class was inspected for cleanliness and good repair. The floors were clean and lighting was in operable condition. There were age appropriate toys and equipment. Children's individual storage space was inspected. The Toddler Class was observed to be separate from the Preschool class with a separate entrance and separate bathroom.

The facility provided meals through a vendor. The facility provides 2 snacks. Food for snacks are located in the kitchen area. LPA inspected the food preparation area and refrigerator and observed it to be clean and in operable condition. All food was observed to be in good quality. The two restrooms used by children were observed to be clean and in operable condition.

LPAs inspected the outdoor play area and observed the area in general disrepair including:


-There is no shaded area, -Floor tiles were missing and lifted, potentially causing tripping hazard - broken toys -Water faucet not operable -The chain link fence has been cut exposing pointed metal. This poses a potential risk to children in care. There are no bodies of water on the premises.
First Aid kits were not available, licensee stated they will purchase new kits prior to children being present in the daycare

Licensee was reminded that facility fees must be paid as required. failure to pay the annual fee pursuant to Health and Safety Code Sections 1523.1 and 1596.803 can result in forfeiture of license.

LPA observed a diaper changing table in the Toddler bathroom. Licensee states the Toddler class will alternate outdoor playtime.

Napping equipment and bedding were inspected and found to be . The isolation area will be located in the Media room. Drinking water is available in the classroom via water dispenser and disposable cups. Per licensee, children are provided drinking water at the outdoor playground by water bottles..

The facility will administer medication, licensee will update medication policy. Please contact your analyst for regulations if considering using Nebulizer or administering Blood-Glucose testing.

Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
