Both staff denied ever hitting the children or seeing the children being hit. LPA interviewed five children, three disclosed they were hit or seen their friends get hit on the head. Child #1 stated they were slapped with a towel on their head and watched child #2 cry after being hit for not wanting to eat their soup. Child #3 stated they were hit but not every day.
Pertaining to the allegation the allegation: Licensee spoke inappropriately to children in care.
Per Reporting Party (RP) The children were yelled at daily and heard S1 call a child “little Shit”. RP stated the children told them on three occasions that the S1 yelled at them. RP confronted the staff about it. S1 denied yelling at the children and stated the child was making up stories .RP stated staff called a child “little Shit”. C3 collaborated they heard S1 call another child “Little Shit”. Staff denied the accusation and stated its improper to call children names, they do not deserve it. C1 stated after telling their parent that they were yelled at, S1 yelled at them stating “why did you lie”. Child #2 (C2) stated they were not feeling well and threw up on the floor and S1 yelled “Why did you do that” and hit them on the head with a towel and they cried. C2 also stated S1 yelled at 2 of their other friends, but don’t recall what they said. Six parents were interviewed and all expressed satisfaction with the childcare facility. They reported no complaints and stated that their children had never mentioned being yelled at and the children are consistently happy and eager to attend."
Based upon evidence obtained during this investigation, the allegation “Licensee spoke inappropriately to children in care” and “Provider uses inappropriate forms of discipline with children in care”, has been determined to be Substantiated. A finding that the complaint is substantiated means that the allegation is valid because the preponderance of the evidence standards has been met.
LPA Jeanine Lipsey informed licensee Zhanneta Persechanskaya that this report dated 8/27/25 documents
One Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health,
Safety, or personal rights of children in care.
Also, LPA Jeanine Lipsey informed the licensee to provide a copy of this licensing report dated 8/27/25 that documents any Type A citation to parents/guardian of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC9924), or written statement, must be placed in the child's file for verification.
