On 9/16/25, Licensing Program Analyst (LPA) V. Wheatley conducted an inspection regarding the above allegation. LPA met with director Saba Shah and and toured the premises. LPA observed preschool children supervised within proper teacher -child ratios. LPA interviewed preschool children.

On 8/20/25, LPA V. Wheatley met with Director Saba Shah who denied the allegations and states the facility participates in a food program that designates the amount of food that a child is to be given daily. The staff serve morning snack, lunch and an afternoon snack. During lunch time, each staff member serves food items. Director states that because there is more than two staff members are serving the food, it is not possible to withhold food from a child. The director met with the staff and no staff stated food was withheld from any child. LPA Wheatley interviewed staff. Staff states they provide children with second servings of food. The additional food is on a case by case bases. LPA observed the children eating during lunch time and observaed an abundance of healthy food.

Based on LPA observations, parent interviews, staff interviews, and documentation received the allegation is Unsubstantiated. An Unsubstanitated finding means although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore, the above allegation is deemed Unsubstantiated. Exit interview was conducted. A copy of this report was read and provided to the director.
