32 | According to Staff 1 (S1), children were in the process of a transition period where they were being moved to the nap room. During this time, the 4th floater teacher had stepped away to assist with the preschool (license#197493270). According to Staff 2 (S2), children were in the process of being moved to the nap room when LPA walked in. According to Staff 3 (S3) staff were in the process of moving children into the nap room.
LPA Ornelas explained to S1 that the facility is required to be well equipped with staff to ensure that they are meeting the 1 adult to 4 infant ratio at all times, including the the transition periods or reduce their enrollment.
LPA Ornelas provided Director Karen Beninati with information on the Technical Support Program (TSP)
which provides consultation for licensed Child Care providers in areas that are governed by Title 22 Regulations and the Health & Safety Code. LPA further explained to the Director that TSP is voluntary and requires an agreement to participate, includes scheduled on-site consultation visits, do not issue citations and there is no fee. Additionally, TSP provides training and work in collaboration in creating systems that will help correct current deficient areas and help prevent citations from occurring in the future.
S1 stated that they are interested in assistance from the TSP program; however, would like a meeting with a Licensing Program Manager (LPM) first.
Based on the information obtained through observations and interviews, the allegation is substantiated. A substantiated finding means that the complaint is substantiated and the allegation is valid because the preponderance of the evidence standard has been met. 1 Type A deficiency is being cited on the attached LIC9099-D.
A copy of this report shall be provided to the parents/guardians of the children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parents/guardians of any children newly enrolled at the facility for the next twelve (12) months. The LIC 9224 Acknowledgement of Receipt of Licensing Reports must be maintained in each child's file immediately upon receipt from the parent.
