On 11/15/23, Licensing Program Analyst (LPA), V. Wheatley conducted an unannounced inspection regarding the above allegation. LPA met with the director Darlene Estrada and toured the classrooms. LPA observed 25 children (10 toddlers in classroom 2 and 15 preschool children in classroom 3) The children were supervised by qualified staff.

On 9/8/2023, LPA Wheatley conducted an inspection and met with the director Darlene Estrada. At approximately 11am the licensee Paola Terzoli arrived. LPA observed 17 children in the preschool classroom #3 (preschool) with two staff members and a music teacher. LPA did not observe any children unsupervised. LPA interviewed staff and other witnesses. No one disclosed that a child or children had been left unsupervised at any time. Based on the investigation, which included interviews with relevant parties and observations, the allegation is unsubstantiated. This finding means although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore, the allegation is UNSUBSTANTIATED.
