25 | Licensing Program Analyst (LPA) Austin Estrada conducted an unannounced case management inspection to follow up on an incident that was reported to the Department on 04/10/2023. Upon arrival, LPA met with Director Vallrie Brown, who provided LPA a tour of the facility. LPA observed seven children and two teachers in room 1 and eight children and two teachers in room 2. On 04/10/2023, an unusual incident report was made to the department regarding an incident that occurred on 04/07/2023 which involved a car crashing into the entrance of the church that is on the same premises of the facility. The city of Compton placed a red tag at the entrance of the church deeming the church to be unsafe to enter due to the damage. Director stated to her knowledge “the city suspects there is asbestos and did not confirm there to be asbestos”. Per Director the city of Compton will be starting to clear up the area with suspected asbestos starting today, 04/21/2023. Director is unsure when the damage to the entrance of the church will be completed. LPA observed the damage to the entrance of the church which is facing the main the street (North Long Beach Street) to be covered with plywood with a red tag stating it is unsafe to enter the building. Per Director the school is not affiliated with the church and children do not enter or exit through the church. Children and parents enter and exit the school through the gated fence located in the parking lot of the school. LPA observed the classrooms not to be attached to the church. LPA observed the outdoor play area located in between classroom 1 and classroom 2. Water is provided to children via 5 gallon water coolers that are available in each classroom and children are provided with disposable cups. During outdoor play, water is provided to children via water containers. LPA observed a portable restroom located in the parking lot in which is used by staff. Staff usually uses the restroom located in the church, but are not using it at the moment due to the accident. LPA observed operable toilets and sinks in each classroom for children. LPA observed the kitchen at the facility to be located in the church which is not being used at the moment. The school has there food prepared and delivered from their affiliated school located in El Monte. Per Director, the school was granted permission from their food program to do so. When the food arrives at the school, staff checks the temperature of the food before giving it to the children. The temperature of the food is also documented by the staff. Per California Code of Regulations Title 22, Division 12, no deficiency is being cited during today's visit. Exit interview conducted with the Director Vallrie Brown. A notice of site visit was given and must remain posted for 30 days. Failure to maintain posting as required will result in a $100.00 civil penalty. Appeal rights were discussed and provided to the Licensee. |
