On 07/17/2024 at 12:30 PM an unannounced Annual/Required Inspection was conducted by Licensing Program Analysts (LPAs) Katrina Chicote and Peter Bishop. LPAs announced purpose of visit and met with Facility Representative (FR), Arleesha Herd, Assistant Director. Facility is currently licensed for a capacity of 60 and per Facility Roster have 56 enrolled. The program currently operates Monday thru Friday from 6:30 AM to 6:30 PM. LPAs were taken on a guided tour of the facility of both indoors and outdoors. Required postings were observed. LIC 125 was provided. Facility also has an Infant Program attached (#197494017). LPAs observed each program to have separate entrances/exits at time of inspection.

The facility is made up of three classrooms: Discovery Room (2 years old), Preschool (3 year olds), and Pre-K (4 year olds). At the initial start of the site visit, LPAs observed Discovery Room to have 13 children with three teachers, Preschool with 14 children with two teachers, and Pre-K with 13 children with two teachers, total census of 40 children with seven teachers at time of inspection.

Beginning at 12:35 PM, furniture and equipment were inspected for age appropriateness and good repair in each classroom. LPAs observed surface of classrooms to be safe and clean, and child size tables and chairs available for children with rounded edges and well maintained. LPAs observed learning stations for dramatic play, math, and science with a variety of age appropriate toys maintained free of loose and sharp parts and a library area available for quiet play. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings. Cots were inspected. Per FR linens are provided by the families and taken home weekly for washing. LPAs observed linens stored in each child's cubby. Availability of drinking water was reviewed. LPAs observed drinking fountains available for children and children's personal water bottles. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPAs observed bathroom available for Discovery Room with two toilets and two sinks and shared bathroom for Preschool and Pre-K program to have three toilets and three sinks. changing table for Discovery Room and discussed diaper changing procedures with FR. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. Per FR, cleaning solutions are stored in locked cabinets inside classrooms, LPAs observation confirm that cleaning solutions are stored in locked cabinets.

LPAs observed a first aid kit is kept in a backpack in each classroom. FR states that carbon monoxide detectors were recently integrated into smoke alarm systems. LPAs were not able to test carbon monoxide at time of inspection but observed them on ceilings with red indicator light blinking at time of inspection. LPAs observed fire extinguishers are present in the facility. LPAs discussed requirement to have fire extinguishers serviced annually and to conduct regular checks of smoke and carbon monoxide detectors to ensure they are in operable condition. Disaster drill log was posted and last drill conducted on 06/13/2024. Isolation area for sick children is in a room by Office Staff where LPAs observed a blue cot and first aid materials available. Per FR, one child (C1) that require medicine. LPAs observed medicines stored in a locked cabinet in Kitchen which is centrally located but inaccessible to children. LPAs observed medicines for C1 in original packaging with unaltered label and conducted record review to ensure completion of required documents

Facility provides AM and PM Snacks while lunches are brought from home. LPAs observed lunch boxes stored in separate lunch boxes with children's names clearly labeled. Snack menus were reviewed and observed posted. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. Trash cans used to discard food have tight fitting lids at time of inspection.

Beginning at 12:50 PM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPAs observed surface of outdoor play areas to be safe and maintained for activities planned, LPAs observed large turf grass surrounded by concrete bike path. LPAs observed a variety of age appropriate outdoor toys available such as bicycles and large manipulatives that have been well maintained. LPAs observed age appropriate multi-level play structure under shade with cushioning material below to absorb fall all well maintained. Required shade and fencing were inspected. LPAs advised that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to drinking fountains during outside play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. LPAs observed inconsistent sign in/out sheets with Authorized Representatives signing in/out in advance, per FR they are currently addressing this issue with the Authorized Representatives. Personal Rights of children were observed by LPAs at time of inspection.

Beginning at 1:00 PM, staff and children’s records were reviewed for completeness. Inspection of required forms was made and documented on the LIC 857 for children and the LIC 859 for staff. CPR card expires on 01/2026 for Staff #3. Staff present did have proof of the AB 1207 Mandated Reporter Training certificate on file. All staff and employees have obtained a criminal record clearance or criminal record exemption and associated to the facility at time of inspection.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

The following were discussed:
LPAs advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Facility Representative was reminded that all adults 18 and over in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 07/17/2024.

A notice of site visit was given and must remain posted for 30 days.
