Licensing Program Analyst (LPA) Peter Bishop conducted an unannounced complaint inspection for the purpose of delivering the findings for the above allegations. LPA met with Raquel Luna-Center Director.

During the investigation, LPA Bishop conducted interviews with the reporting party, four children, six parents, three staff, Assistant Director and the Center Director. LPA Bishop made observations of interactions between staff and students as well. Based on parties interviewed the following allegations: “Child is being treated unfairly due to being nonverbal”, and “Child is being treated unfairly due to ethnicity” are UNSUBSTANTIATED Interviews with children, parents, staff and director did not corroborate allegations. In addition, no one interviewed indicated that they witnessed a child being treated unfairly for any reason.

A Notice of Site Visit was given and must remain posted for 30 days. Appeal Rights explained and given to Raquel Luna-Center Director. An exit interview was conducted, and the report was reviewed with the Raquel Luna-Center Director.
