On 10/20/2022 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Westchester Parents Nursery School parent co-op center, for the purpose of conducting a 1 year required and a case management increase of capacity. LPA met with Joyce Woodruff the licensee who provided a tour of the facility. The licensee is requesting an increase in capacity from 63 to 90 preschool children ages 2 years - until entry into first grade. There is an approved fire clearance on file conducted by Michael Judkins of the L.A. County Fire prevention Bureau.

The following was observed of the:

INDOOR ACTIVITY SPACE

Fire extinguishers were 2AB10C or larger. Last inspected 12/12/2022

Initially Carbon monoxide detectors were not observed, licensee was told that the alarm system detected carbon monoxide, LPA contacted the alarm company and was informed that the system did not detect carbon monoxide. Licensee had detectors on hand that were installed during the visit. No citation was issued.

First aid kits were available with the required essentials: scissors, bandages, tweezers, and thermometer

Age appropriate equipment was observed in good repair

Children bring 2 bottles of water and the center provides bottled water for refills.

The facility has central heating and cooling temperature gauge read 77 degrees, the center's temperature was comfortable for the days weather

Windows were in good repair free of chipping paint, dirt, insects or debris

Adequate lighting was observed

The classrooms were in good repair

Trash cans used for solid waste were observed with tight fitting lids

No Fireplaces or open face heaters were observed

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children, placed in locked cabinet or storage room

The office and the ADA restroom will be used for isolation of ill children

The facility was equipped with a working telephone and walkie-talkies were used for staff communications

Sign in and out sheets were observed, parents and authorized adults signed children in and out children using there original signature

The required postings were also posted in a common area for parents and visitors review. Licensee was provided the link to print out AB 2370 - Lead Bill Flyer to post and provide to parents. Licensee says that she has applied for the grant to assist with lead testing for the building.

Proper care and supervision was observed and ratio requirements were met.

Required documents were observed in staff and children files, files were up to date. Staff were current in Mandated Reporting and Pediatric CPR/First Aid

Medications were labeled and properly stored, center has an Incidental Medical Service (IMS) plan in place. Medications were made inaccessible to children in care.

Fire and earthquake drill logs were observed, last drill was conducted on 9/28/22

Measurements for the indoor activity space were 5127.35 divided by 35 SQ. FT. per child = 146 preschool children.

FOOD SERVICE:
Lunches and snacks are provided by parents. An adequate amount of emergency food was readily available.
LPA observed a prepping station with refrigeration, storage for foods and toxins were stored separately. Toxins and detergents were made inaccessible to children, observed in latch locking cabinets

RESTROOMS
THERE WERE:
7 toilets = 1 toilet per 15 children for a total of 105 children
8 sinks = 1 sink per 15 children for a total of 120 children, a changing table was observed within arms reach of a sink. sinks in the restroom has double faucet head an therefore calculated as two sinks per fixture.
Toilets and sinks were age appropriate, with the exception of the ADA restroom,fixtures in this restroom were standard size, with a wide based stool to assist children to access fixtures.
The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water. there is one staff restroom

OUTDOOR ACTIVITY SPACE

Age appropriate toys and equipment were observed in good condition.

The play yard gated with a 4 feet or higher gate.

No hazardous conditions or equipment were observed during today’s visit.

Resilient cushioning under all climbing apparatus was observed. LPA observed shading and benches for resting.

Measurements for the outdoor activity area were 4757.40 divided by 75 sq. ft. per child for capacity total of 63 children. Licensee is requesting a waiver of 101238.2(a) - 75 square feet per child

Based on today’s inspection the facility shall be recommended for a capacity of 90 preschool children determined by the licensee requested capacity, pending approval of of the outdoor waiver.

Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days.
