Licensing Program Analyst (LPA), Keyona Scott, conducted an unannounced 3 - Year Required Annual inspection to the Child Care Center on 02/20/2025 at 9:08 AM. LPA met with Director, Joyce Woodruff at 9:58 AM. LPA conducted tour inside and outside of the facility. LPA observed proper teacher/parent to children ratios. At approximately 10:12 AM, LPA observed 28 children in the indoor classroom area with nine (9) staff/parents and 14 children in the outdoor play area with two (2) staff/parents. All staff present, working and/or volunteering at the facility have a criminal record clearance or exemption.

Licensing Program Analyst (LPA), Jillinda Chandler, was also present at the facility conducting an inspection to add a Toddler Component to the preschool license. Upon approval of the toddler component, the facility will change to single license number: 197495456.

This is a parent co-operative preschool program that serves children ages two (2) years old to entry into first grade. The preschool center operation hours are Monday through Friday 8:00 AM to 5:30 PM. Lunch and afternoon snack are provided by child's parent/authorized representative. Facility has food and snacks available on site for child(ren) who do not have lunch or snack available for the day. LPA advised director/facility representative to ensure children's lunch bags, food containers and water bottles are labeled with child's name.

PHYSICAL PLANT
The preschool program consists of one (1) classroom. LPA observed the following in the classroom: cubbies with each child's name, stored napping mats, table and chair sets, playhouse sets, blocks, climbing apparatus, and other age-appropriate playthings. LPA also observed cushioned floor mats throughout the classroom, covered fish tank, covered turtle tank and secured guinea pigs in the classroom area.

The facility was kept clean, neat and orderly. LPA observed the following in the children's restroom: six (6) toilets and six (6) sinks. LPA observed all toilets and sinks to be safe, sanitary and functional. LPA observed two changing stations; one (1) adjacent to the children's restroom and one (1) in the ADA restroom. All poisons and hazardous items are stored and inaccessible to children in care. All floors are clean and safe. LPA observed the classroom and all kitchen areas and/or food preparation areas clean and free of litter and other hazardous items.

Outdoor play area is located at the rear of the facility. Outdoor play equipment is in safe condition and is free of sharp, loose and pointed parts. The surface of the outdoor activity space is cushioned to absorb a fall, maintained in safe condition and is free of hazards. LPA observed age-appropriate play structures and equipment in the outdoor play area. Drinking water is readily available both indoors and outdoors.

LPA did not observe any bodies of water on the facility premises.

FACILITY RECORDS
There is at least one person present at facility that is trained in Pediatric CPR and First Aid. Per file review, LPA observed completion of Mandated Reporter training certificate in staff's files reviewed.

LPA reviewed for the following Personnel Records of four (4) staff files during today's inspection:

  • Medication Storage Area for Children Requiring Permissible Medical Services- Per Director, there are children enrolled that require permissible medical services.
  • Functioning Carbon Monoxide Detector, Smoke Alarm(s) and Fire Extinguisher(s)

The facility was operating in substantial compliance during today’s inspection on 02/20/2025. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies cited.

The following was thoroughly discussed:
Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
