On 11/16/2023, LPA Whitmore initiated the complaint investigation and met with the Education Manger. LPA toured the facility indoors and outdoors, observing proper teacher/child ratios with 50 total children in care and 9 teachers in four classrooms. LPA interviewed Staff and Children.
On 01/24/2024, LPA Whitmore continued the complaint investigation by conducting additional interviews. LPA met with Site Supervisor Netsanet Lessanework and explained the purpose of the visit. LPA toured the facility indoors and outdoors, observing proper teacher/child ratios with 54 total children in care and 13 teachers in four classrooms. LPA Whitmore also conducted a hour class observation.
On 01/30/2024, at 8:39 a.m. LPA Whitmore conducted a visit to complete the investigation and deliver findings. LPA Whitmore met with Site Supervisor Netsanet. LPA toured the facility indoors and outdoors, observing proper teacher/child ratios with 57 total children in care and 11Teachers.The Department conducted a full investigation, which included staff interviews and interviews with relevant parties, as well as a record review, including documentation related to the allegation. LPA did not observe, nor was information provided via interviews that provided sufficient evidence to substantiate the allegation of Personal Rights-

Facility Staff hit day care child. Although the allegation may have happened or is valid there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is deemed unsubstantiated. An exit interview was conducted, a copy of this report, appeal rights along with Notice of Site Visit were provided.
