On 10/22/2024 Licensing Program Analyst (LPA) Doris Whitmore, conducted an unannounced 3 Year Required Inspection for the Infant License. LPA met with Synthea King,and toured the facility indoors and outdoors. LPA observed proper care and supervision during this inspection. LPA observed children indoors with proper teacher/child ratios. There was a total of 4 staff and 14 children at the time of the visit. All center staff that was present during today’s visit has criminal record clearances and are associated to the designated license number. Facility hours of operation are Monday- Friday from 6:30 a.m. – 6:00p.m. LPA observed all postings requirements for operation on the postings board LIC203A- License, LIC610A-Emergency Disaster Plan, LIC9148- Earthquake Preparedness Checklist, PUB394-Notification of Parents Rights Poster, LIC613A- Personal Rights, PUB-269- Car Seat Law, Menus, Activity Schedule, Roster.

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked storage area. Fully charged fire extinguishers, and fully stocked First Aid Kits were observed. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. LPA Whitmore and Director tested the carbon monoxide. Furniture and equipment were inspected for age appropriateness and good repair free of sharp, loose, or pointed parts. Telephone service, heating, lighting, and ventilation were evaluated. Napping equipment was observed to be clean and in good condition. Storage for children’s belongings. A sufficient supply of toilet paper, soap, paper towels, was observed. All toilets and handwashing facilities are in safe and sanitary operating condition All trash cans had tight fitting lids. Pg1

All toilets and handwashing facilities are in safe and sanitary operating condition All trash cans had tight fitting lids. The facility roster was up to date. The isolation area was inspected and located in the office. Drinking water is readily available and trash cans with tight fitting lids were outside observed in the classrooms. Sign in/out were reviewed and facility roster. Documentation of current Fire & Earthquake drill was observed and up to date. The emergency disaster plan is updated and reflects the current operation. Floors in the facility are clean and safe. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. The outdoor area was inspected There is a ratio of one teacher supervising no more than four infants in care. LPA reviewed the 4 staff files Children files had all required forms. The staff were current in the Mandated Reporter Training and at least one staff is certified in First Aid and CPR. LPA Whitmore informed Synthea that First Aid and CPR should be taken in person and not online. In reviewing files some files there were transcripts and some files did not have any transcripts. LPA Whitmore informed Synthea that all files will need to have the transcripts. Infant Staff files were checked and reviewed with the Preschool Files. Menus are posted at least one week in advance where an authorized representative can view them. Infant changing tables have a padded surface and are covered with washable vinyl or plastic and have raised sides at least three inches high. Toys observed are safe with no sharp points, edges or splinters and are without small parts that can be pulled off and swallowed. The facility has sufficient cribs, cots or mats for infant napping. There is indoor and outdoor activity space for infants that is physically separate.

Each crib, mat or cot is occupied by only one infant at time and cribs are kept free from all loose articles including blankets and pillows and there are no objects hanging above or attached to the crib. Infants are not swaddled while in care. Staff physically checks on sleeping infants every fifteen minutes and documents any signs of distress which includes but is not limited to flushed skin color, increase in body temperature, restlessness, and labored breathing. Documentation for infants up to 12 months includes sleeping position if it is other than on their back. Individual Infant Sleeping Plan is completed and in file for each infant up to 12 months of age. Infants up to 12 months of age are placed on their backs for sleeping. Staff-infant ratio requirements are being met

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Childcare Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Synthea was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.


A notice of site visit was given and must remain posted for 30 days. There were no deficiencies.
