On 10/30/2023 Licensing Program Analysts (LPA)s Cristina Castellanos and Judy Laureano conducted an announced inspection for the purpose of an increase of capacity for above mentioned home. The purpose of this inspection is to ensure the standards for a Family Child Care Home are being met in accordance with California Tittle 22 Regulations and California Health and Safety Codes. LPAs met with licensee Inbal Ohana. Present during today’s inspection was licensee and assistant C.Garcia Lopez.

Per the licensee, at this time, the ages the applicant wishes to provide services for, are children newborn 8 months to 4 years old- Monday through Thursday from 8:00 a.m. to 3:30 p.m. and Friday 8:00 a.m. to 2:00 p.m. Licensee is not available for evening or weekend care. Licensee was informed that any changes to ages, hours and days of operation shall be submitted to the department for approval prior to initiation of changes. Licensee is applying for a Large Family Child Care License with a max capacity of 14. Licensee provided proof of control of property. Fire clearance was granted on 9/19/2023 by Inspector Lawrence Kim. Living in the home is licensee, spouse D. Ohana and two adult daughters.

Licensee confirmed home has two dogs, who are kept in the master bedroom. Master bedroom has been designated off-limits to children in care. LPAs reminded Licensee to ensure that pet vaccinations are kept up to date and that parents are aware of pets in the home.

LPAs toured the home inside and outside. The home is a single-family unit with an extra activity space in the back area. Home is a three bedroom, 2 bathrooms with a living room, dining room, kitchen area and extra activity space in the back with a full bathroom and kitchenette. Licensee confirmed that following areas are used for daycare space: bedroom 1 and bedroom 2 and large hallway/office area; these areas will be used for napping. The bathroom that children use is located adjacent to the master bedroom.

Families will enter the home through the side wooded gate. LPA observed two couches and a television cabinet. All big furniture such as television cabinet were observed mounted and secured. Dinning room area was observed and inspected.

Next to the dinning room area you walk in the kitchen area.

Kitchen was observed and inspected. All cabinets were observed to have safety latches. Under the sink cabinet was observed and inspected. Knives and sharp objects were observed in the kitchen drawer next to the stove; all drawers were observed to have safety latches making the content inaccessible to the children in care. Next to the kitchen, a breakfast nook was observed. Licensee confirmed that children eat in the area. LPAs observed children’s highchairs. Kitchen is used as a walkway to access the backyard.

In the napping area, LPAs observed 4 pack and plays for children to nap. LPAs discussed Safe Sleep Regulations with licensee and provided the Individual Infant Sleeping Plan LIC 9227 for reference.

The bathroom that children will use was observed and inspected. Safety latch on all cabinets was observed. LPA observed a tub, toilet and sink area. LPAs observed cleaning compounds locked in the bathroom cabinet behind the door. All content inaccessible to the children in care.

The outdoor area was observed and inspected. To the right of the yard is a pergola with outdoor furniture. To the left of the pergola is a BBQ grill and a storage area that is fenced and made inaccessible to the children in care.The yard was observed to have age-appropriate outdoor equipment. LPAs observed the extra activity space. The area has a sliding door that leads to the activity space. LPAs observed children’s size table and chairs. LPAs observed a full bathroom that is only used to wash hands. LPAs reminded licensee that children are not to eat or nap in the extra activity space.

All electrical outlets were observed to be covered in the home. LPAs observed a working fire extinguisher and carbon monoxide detector throughout the home. Fire pull station was observed adjacent to the master bedroom.

The following areas are off-limits to the children in care: Master bedroom and bathroom.

No corrections were needed during today’s inspections. Exit interview was conducted with licensee Inbal Ohana. The licensing determination of this application will be reviewed with Licensing Program Manager for final resolution.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance

or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the licensee. PIN 22-05-CCP Page Eight

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Applicant was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on childcare licensing, and provide many other helpful resources to the licensees and the public. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
